The Opportunity
To support the Government of the Republic of Mozambique (GRM) in advancing sustained, country-led HIV and AIDS epidemic control, the U.S. Government awarded the Efficiencies for Clinical HIV Outcomes (ECHO) project to Abt Global in April 2019. The project has since been extended to continue strengthening national capacity and supporting a sustainable, government-led HIV response through September 2028.
ECHO works in close coordination with the Ministério da Saúde (MISAU), provincial and district health authorities, and local partners through established joint planning and performance review mechanisms.
As the Provincial Coordinator, you will provide strategic, technical, and operational leadership for the ECHO Project at the provincial level, reporting to the DCOP for Health Systems Strengthening. You will lead implementation across health facilities and communities, working closely with government counterparts, technical teams, and partners to ensure high-quality, sustainable program delivery.
You will drive performance through government engagement, capacity strengthening, and adaptive program management. This role offers the opportunity to influence provincial health systems, strengthen local ownership, and position ECHO as a trusted technical partner.
Core Responsibilities
Strategic and Technical Leadership
Promote data-informed decision-making and strengthen use of routine data for program improvement.
Oversee design and implementation of quality improvement strategies.
Support multidisciplinary teams to strengthen patient-centered service delivery models.
Ensure alignment of interventions with national policies and priorities.
Systems Strengthening and Capacity Building
Lead capacity-building strategies for government counterparts and health facility teams.
Strengthen planning, supervision, data use, and performance management systems.
Mentor teams to progressively assume ownership of program functions.
Support development and execution of transition plans.
Government Engagement and Advocacy
Serve as ECHO’s primary provincial representative with government stakeholders.
Influence policies, priorities, and resource allocation aligned with program goals.
Build and maintain strong partnerships with government counterparts.
Facilitate MOUs and coordination mechanisms.
Promote forums for joint planning and performance review.
Program Management and Oversight
Oversee provincial workplan implementation and ensure results-oriented execution.
Monitor performance and implement adaptive management strategies.
Ensure coordination across technical, operational, and financial teams.
Supervise and support community-based organizations (CBOs).
Administrative and Financial Leadership
Oversee provincial operations, including logistics, HR, and financial management.
Ensure compliance with project policies and donor regulations.
Monitor budget execution and resource utilization.
Strengthen coordination between programmatic and administrative functions.
What We Value
Minimum Qualifications
Preferred Qualifications and Experience
Bachelor’s degree in Public Health, Health Policy, Health Systems, Public Administration, or a related field strongly preferred.
7+ years of experience managing complex health or development programs, with at least 3–5 years in a systems strengthening or government-facing role, required.
Demonstrated experience leading health systems strengthening, decentralization, or transition to government ownership initiatives.
Proven ability to engage, influence, and negotiate with government stakeholders at provincial and district levels, including shaping priorities and resource allocation.
Experience designing and implementing capacity strengthening strategies that result in measurable improvements in planning, supervision, and performance management.
Demonstrated ability to lead multidisciplinary teams through indirect management structures (e.g., technical advisors, government counterparts, partners), rather than direct clinical supervision.
Experience managing large, donor-funded programs, including work planning, budget oversight, and ensuring compliance with donor requirements.
Experience supporting or leading transition planning, sustainability strategies, or localization efforts is a strong advantage.
Fluency in Portuguese required; strong English skills highly desirable.
