Position: Protection Coordinator

Reports to: Field Manager

Supervision of: Protection Officer’s

Duty station: Rukbona

Travel: 80%

Project number: SSFM_

Length of contract: 6 months

  1. Role and responsibilities

The Protection Coordinator will lead and oversee protection from Violence programming in Unity Area Office . S/he will ensure the effective day-to-day planning, implementation, and monitoring and evaluation of area-level protection programming. The Protection Coordinator will ensure close management of and will coordinate and monitor all protection activities in the Unity Area Office. The position will report to the Field Manager and receive technical support from the Protection Specialist.

The following is a brief description of the role.

Generic responsibilities

  1. line management of Protection from Violence project field staff.
  2. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies.
  3. Contribute to Protection from Violence CC strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes.
  4. Manage and implement delegated portfolio of Protection from Violence projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality.
  5. Provide regular progress reports to PM (AM and CCS if no PM).
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  7. Promote and share ideas for improvement and necessary changes in the activities.
  8. Ensure capacity building of project staff and transfer key skills.
  9. Liaise and collaborate with relevant local authorities and other key stakeholders.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities

  1. Lead and oversee the Protection from Violence activities and overall implementation of all Unity Area Protection programming (projects and activities)
  2. Directly manage and provide technical guidance and support to protection staff, ensuring that protection activities are implemented according to donor requirements.
  3. Represent NRC in humanitarian coordination structures at the area level, collaborate with other organisations and partners to ensure the Protection from Violence programme is aligned with broader efforts to prevent violence and coercion.
  4. Ensure timely and technically sound planning, implementation and follow up of protection activities/projects, including budgets and procurements, in the assigned area.
  5. Organize regular field/onsite visits to ensure technical support to the staff and proper monitoring of the activities’ implementation.
  6. Contribute to the development of proposals to secure follow-up on or expansion funding for the protection programme as per identified needs.
  7. Create and execute implementation plans, spending plans and procurement plans to ensure that project/programme deadlines are met and targets achieved.
  8. Produce monthly progress reports on Protection activities to help keep track of main achievements, challenges and planning priorities related to activities implemented in the field.
  9. Support development and contribute to the follow up on detailed project work plans,
  10. procurement plans, spending plans, M&E plan and recruitment plan for Protection activities.
  11. Undertake field visits to monitor the quality of implementation of protection activities.
  12. Develop and strengthen relationships with relevant area-level stakeholders including government entities, UN agencies and local/international NGOs.
  13. Represent NRC at area level in protection cluster and sub-cluster coordination fora.
  14. Perform other duties, as needed or requested by the supervisor and technical leads

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: Protection Specialist, other Core Competency (CC) Specialists in terms of integrated programming and synergies
  • Area operations: Area Field Manager, Support Coordinators
  • Staff capacity building: Protection Specialist and Advisor
  • Implementation: Protection Program Development Manager

Context/ Specific skills, knowledge and experience:

  • A University degree in in social science, law, political science or related subject will be considered
  • Experience from working in a Protection position in a humanitarian/recovery context, including the delivery of technical capacity building trainings
  • At least Three years’ experience in project management, including supervision of staff and ensuring compliance with internal policies and procedures
  • Significant experience in monitoring, evaluation and reporting on project activities
  • Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Cluster/Sector)
  • Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook;
  • Fluency in written and spoken English, and Arabic or Kurdish.
