Job Description

The purpose of this position is to provide effective protection planning and infrastructure access coordination services to support maintenance and engineering activities across Dubai Metro and Dubai Tram. The role is responsible for assisting in the planning, scheduling, coordination, administration, and documentation of track possessions, infrastructure access arrangements, and Permit-to-Work (PTW) approvals during Engineering Hours and during Operational Hours. The position supports maintenance delivery by ensuring accurate planning documentation, timely communication with stakeholders, and compliance with all safety and access control procedures

KEY RESPONSIBILITIES

STRATEGIC

  • Support the Infrastructure Access Lead in delivering effective protection planning and infrastructure access coordination activities for Dubai Metro and Dubai Tram.
  • Assist in the development and maintenance of planning processes, documentation standards, and access control arrangements.
  • Support continuous improvement initiatives relating to possession planning, PTW management, and infrastructure access control.
  • Contribute to the efficient utilisation of engineering access windows through effective planning and coordination activities

FINANCIAL

  • Ensure compliance with Keolis MHI financial governance, document control requirements, and management system procedures.
  • Support efficient planning and scheduling practices that minimise disruption and optimise use of access opportunities.
  • Maintain accurate planning records and documentation to support audit and business requirements.

stakeholder / customer

  • Coordinate with maintenance disciplines, Infrastructure Access Controllers, Operations Control Centre, contractors, and other stakeholders regarding infrastructure access requirements.
  • Assist Infrastructure Access Controllers in coordinating requests from internal departments, external contractors, and third-party organisations.
  • Communicate approved PTWs, possession arrangements, engineering notices, PIC Training & licensing and schedule changes to relevant stakeholders.
  • Support stakeholder engagement activities to ensure maintenance requirements are delivered safely and efficiently while minimising operational impact

operational

  • Assist in planning, scheduling, prioritising, and coordinating protection arrangements during Engineering Hours and Operational Hours where required.
  • Support the booking and administration of track possessions and prepare draft Lineside Possession Schematics for weekly planning meetings.
  • Maintain and monitor Permit-to-Work applications and issue approved permits to authorised requesting parties.
  • Maintain PTW databases, electronic records, indexing systems, and document storage structures.
  • Coordinate PTW applications with all concerned parties and stakeholders to ensure timely approvals.
  • Maintain accurate records of schedules, completed activities, and planning documentation.

  • Weekly Engineering Notices
  • Weekly Lineside Access Plans
  • Possession Schematics
  • Permit-to-Work Summaries
  • Possession Authority Forms
  • Mainline and Depot Switching Schedules
  • Assist in preparing engineering planning documentation using approved software tools and templates.
  • Ensure all planning documentation is accurate, current, and distributed within required timescales.
  • Support investigations relating to planning discrepancies, access control issues, and non-compliance events.
  • Undertake any other duties reasonably assigned by the Planning Manager.
  • Carry out duties as reasonably instructed by the Planning Manager

DIMENSIONS

  • Primarily office-based role.
  • Regular interaction with maintenance teams, Infrastructure Access Controllers, Operations Control Centre, contractors, and third-party stakeholders.
  • Responsible for administration and coordination of PTW documentation, engineering notices, and possession planning records.
  • Supports planning activities across Dubai Metro and Dubai Tram networks

Ability to coordinate multiple maintenance and engineering activities, ensuring effective scheduling and delivery of infrastructure access arrangements.

Documentation & Administration

Ability to prepare, maintain, and control planning documentation, engineering notices, PTW records, and related reports accurately and efficiently.

IT & Systems

Proficient in Microsoft Office applications, including Excel, Word, Outlook, and PowerPoint, with working knowledge of Visio, Project, Acrobat Pro, and document management systems.

Technical Knowledge

Good understanding of:

  • Track layouts and power rail sectioning
  • Metro and Tram infrastructure
  • Depot and station layouts
  • Traction power switching arrangements
  • Permit-to-Work processes
  • Possession planning and access control systems

Education

Engineering Graduate in either Electrical, Civil, Electronics & Communications, Transportation/Automobile, Mechanical Engineering with understanding of Metro and Tram systems.

Experience

2 or more years of relevant work experience in engineering works management, maintenance, planning, possession planning and infrastructure access control

  • Regional or UAE experience
  • Experience of working in a Metro / light rail environment
  • Knowledge and experience of data analysis, interrogation and reporting
  • Knowledge and experience of Maximo CMMS (v7.6+)

Skills / Training

Fluent in English

  • Reliability professional or engineer certification, or other relevant reliability certification
  • Institute of Asset Management (IAM) certification / diploma
  • Project Management Professional (PMP)
