York Space Systems seeks a Proposal Operations Specialist or Senior Lead (leveling based on experience) to support the end-to-end proposal development lifecycle for U.S. Government solicitations in the aerospace and space systems domain. This role partners closely with Capture, Engineering, Supply Chain, Pricing, Contracts, and Executive Leadership to ensure compliant, high-quality, and on-time proposal submissions. The ideal candidate is organized, proactive, compliance-driven, and comfortable working in a fast-paced government contracting environment. Senior-level candidates will provide strategic leadership, process governance, and mentorship to junior team members.
Key Responsibilities
Responsibilities will scale based on previous experience.
Proposal Development and Execution:
• Manage (or lead) proposal operations from RFI/RFP/RFQ/OTA/IDIQ release through final submission
• Develop and maintain proposal schedules, compliance matrices, outlines, and submission plans
• Coordinate color team reviews (Pink, Red, Gold), including logistics, action tracking, and quality checks
• Ensure compliance with RFP instructions, evaluation criteria, and FAR/DFARS requirements
• Support or lead proposal production, version control, configuration management, and submission logistics
Cross Functional Collaboration:
• Interface with engineering and manufacturing SMEs to support technical volume development
• Track proposal artifacts, data calls, and deliverables across multiple stakeholders
• Collaborate with Capture and Business Development on win themes, discriminators, and solution alignment
Process, Tools, & Leadership:
• Maintain and improve proposal libraries, templates, and past performance repositories
• Support continuous process improvement initiatives and integration for lessons learned
• Serve as a resource for proposal tools and proposal governance
• Mentor junior/mid-level staff and advise leadership on proposal strategy, risk, and resourcing
Qualifications
Required:
• Bachelor’s degree in Business, Engineering, Communications, English, or related field
• 3+ years of experience in proposal operations or proposal management within government contracting, supporting proposal development, compliance activities, document production, and coordination across cross-functional teams
• Experience supporting DoD, Space Force, NASA, or Intelligence Community proposals
• Familiarity with OTAs, FAR/DFARS requirements, FFP contract structures, and proposal development best practices
• Strong proficiency with Microsoft Office (Word, Excel, PowerPoint) and collaboration platforms (SharePoint, Teams)
• Proven ability to manage multiple proposals simultaneously in a deadline-driven environment
• Excellent written and verbal communication skills with the ability to work effectively with technical SMEs and executive stakeholders
Preferred:
• Experience with space systems, satellite manufacturing, aerospace, or defense programs
• Familiarity with proposal tools (e.g., SharePoint, Qvidian, Loopio, RFPIO, or similar)
• Experience supporting classified or export-controlled programs
• Demonstrated ownership of complex, high-visibility submissions and leadership of proposal processes, governance, and strategy
• APMP certification (Foundation or higher) or willingness to obtain
