Summary:
The Proposal Manager leads the proposal response process in a fast paced, deadline driven, demanding environment.

Essential Duties & Responsibilities:
- Thoroughly review bidding documents, calls for bids, annexes, and technical requirements to identify risks, obligations, and opportunities
- Lead the integration of required information
- Ensure that all proposals comply with applicable Mexican regulations (LAASSP, Regulations, Official Mexican Standards, etc.)
- Verify all financial, technical, experiential, certifiable and other compliance related requirements and coordinate legal and administrative documents
- Coordinate kick-off meetings, technical and risk reviews (Go/No-Go), and final proposal reviews
- Perform quality assurance and quality control (QA/QC) reviews of documentation
- Manage the upload of documents to public procurement electronic platforms (CompraNet, ComprasMX, etc.)
- Participate in post-tender analysis and document findings
- Update company templates, formats, and knowledge bases for public tenders
- Support the preparation of clarifications or formal appeals when necessary
- Collaborate on proposals for private tenders or invitation-only projects with the same scope as public tenders
- Stay up to date with changes in public procurement legislation and industry best practices
- Other duties as assigned or required to meet the business needs

QualificationsKnowledge Skills and Abilities:
- Strong proofreading/editing skills and exceptional attention to detail
- Strong organizational skills to manage multiple priorities effectively
- Excellent technical writing and strong summarization skills
- Positive mindset and “can do” attitude
- Ability to multi task, prioritize, and work independently as well as in team environments, in meeting tight deadlines
- Excellent interpersonal and communications skills for collaborating across teams
- Proficiency with Primavera P6 and electronic communications including e-mail and text as well as standard office applications (i.e., Microsoft Office Suite, Adobe InDesign, Adobe Suite)

Required Education and

Experience:
- Bachelor’s degree in Engineering (preferably in fields such as construction, energy, infrastructure, or similar)
- Minimum of 2–3 years of experience in preparing or coordinating proposals for public tenders in Mexico, particularly with SICT, ARTF, and ATTRAP
- Solid knowledge of the Law on Acquisitions, Leases, and Services of the Public Sector (LAASSP) and its regulation

Preferred Education and

Experience:
- Understanding of Civil Engineering or A/E industry terminology and delivery methods
- Recent experience working in Marketing, Business Development, Proposals, or Graphics department at an A/E/C firm is strongly desired
- Familiarity with CRM system desirable
- Experience with AI platforms preferred

We employ more than 1000 rail and transit engineers, construction, inspection, design, and field support staff.
