Job Description

Are you passionate about ensuring housing compliance while making a positive impact on communities? We are seeking a highly motivated and detail-oriented Property Management Compliance Specialist to join our team. As a key member of our organization, you will play a crucial role in the management of reporting and compliance, particularly in relation to HUD regulations outlined in the HUD 4350.3, while ensuring the integrity and accuracy of our subsidized housing programs.

At the Vancouver Housing Authority (VHA) we work closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty. We provide affordable housing and housing assistance to low-income residents in Clark County.

Your skills and experience will support our mission as you:

  • Manage reporting and compliance related to HUD regulations as stated in the HUD 4350.3 with regard to subsidized housing occupancy, management, re-certification, EIV, MOR, and REAC inspections.
  • Audit move-in files and recertifications to ensure accuracy, completeness, and eligibility; 100% of move-in files and approximately 40% of recertification files.
  • Assist Property Management staff with policy, procedures, and documents and update as needed to ensure ongoing compliance with LIHTC and HUD Multifamily.
  • Assure that resident selection, leasing, and waiting lists are in compliance with all laws. Assure that the policies are correct for each program as set by HUD. Establish and implement a standardized tenant screening process and a tenant appeals process for VHA-managed properties.
  • Review and approve/deny Reasonable Accommodations, transfers, and other special requests from tenants for VHA-managed properties.
  • Coordinate and facilitate staff training related to HUD regulations as stated in the HUD 4350.3 regarding subsidized housing occupancy, management, re-certification, EIV, MOR, and REAC inspections.
  • Submit monthly TRACS for HUD Multifamily properties for monthly subsidy payments.
  • Interpret and resolve discrepancies in resident ledgers and provide support around other basic accounting functions.
  • Facilitate EIV training and compliance. Maintain continued access for property management staff.
  • Keep Compliance Manager informed by regular written reports and ad hoc meetings.
  • Train and assist Property Management on-site staff related to VHA policies and procedures; HUD policies and procedures; LIHTC policies and procedures; computer software processes.

Pay and Benefits

  • In compliance with the Equal Pay & Opportunities Act, the full wage range for this position is $33.86 - $50.79 per hour. The starting salary is determined by the role's required qualifications and the candidate's relevant experience.
  • Full-time, non-exempt position, working in-office Monday - Friday.

Requirements

  • BA in business, finance, accounting, or related subject, or at least 4 years of related experience in property management or a related environment.
  • Experience working within HUD, Section 8, low-income housing tax credits, and other affordable housing requirements.
  • Working knowledge of Fair Housing Laws so that policies and actions are administered in compliance with Federal, State, and Local laws.
  • Thorough understanding through experience, education, and certification of all HUD regulations as stated in the HUD 4350.3 with regard to subsidized housing occupancy, management, recertification, EIV, and MOR and REAC Inspections.
  • Ability to communicate clearly in both oral and written forms with a diverse population.
  • Must have a valid driver’s license and meet VHA auto insurance requirements.
  • Experience in tax credit and bond compliance strongly preferred.
