The Project Superintendent (Owner’s Representative) serves as the on-site extension of the Owner/Developer, providing continuous field presence and oversight across a $9B+ integrated resort development. The project includes a large-scale casino, hotel, public park, major infrastructure, roadway systems, structured parking, and renovation of an active transit/subway station.
This role acts as the Owner’s “eyes and ears” in the field, supporting the project team by monitoring construction activities,validatingperformance of the Construction Manager (CM) and trade contractors, and ensuring alignment with project safety,logistics, quality, and scheduleobjectivesThe Superintendentplays a critical role in coordinating site-widelogisticsand safety strategies, and serves as the primary liaison between the Owner, OCIP administration, and the CM’s field teams.
Key Responsibilities
1. Field Oversight & CM Coordination
Provide daily on-site presencerepresentingthe Owner/Developer.
Monitor Construction Manager (CM) and subcontractor field operations for adherence to:
Contract requirements
Project schedule and sequencing
Quality standards and workmanship
Act as a proactive support resource to CM field teams whilemaintainingindependent oversight.
Identifyand escalate field issues, conflicts, and risks to the Owner’s project leadership.
2. Site Logistics Leadership
Lead review, validation, and continuous improvement of all sitelogisticsplans.
Evaluate and coordinate:
Site access, laydown areas, and material flow
Tower crane and hoisting strategies
Workforce movement and staging
Traffic management and roadway interface
Ensurelogisticsplanning aligns with complex, multi-phase construction and active site constraints, including transit operations and public interfaces.
Work closely with CM to enforce disciplined execution oflogisticsstrategies across all trades.
3. Safety Leadership & OCIP Coordination
Serve as the primary liaison between:
Owner/Developer team
OCIP (Owner Controlled Insurance Program) administrators
Construction Manager and trade contractors
Oversee and influence site-widesafetyculture and performance.
Review and provide input on site-specific safety plans and procedures.
Monitor compliance with:
OCIP requirements
Regulatory standards (OSHA and local agencies)
Project-specific safety protocols
Participate in safety audits, incident reviews, and corrective action planning.
Drive proactive safety initiatives and ensure accountability across all field teams.
4. Construction Monitoring & Issue Resolution
Track daily construction activities and verify progress against baseline schedules.
Identify potential delays or sequencing conflicts and work with CM to mitigate impacts.
Observe installation of key systems to ensure compliance with design intent and quality expectations.
Facilitate rapid resolution of field coordination issues between trades.
5. Quality & Field Compliance
Monitor field quality control processes and inspection activities.
Ensure proper implementation of approved drawings, submittals, and specifications.
Support punch list development and closeout processes.
Advocate for a high standard of workmanship across all project components.
6. Stakeholder Coordination
Interface regularly with:
Owner/Developer project managers
Construction Manager leadership and field staff
Design team representatives
Public agencies (including transit authorities)
Support coordination of work in sensitive or active environments, including transit facilities and public-facing areas.
7. Reporting & Communication
Provide clear, concisedailyand weekly field reports to the Owner’s project team.
Highlight key risks, safety concerns,logisticschallenges, and progress updates.
Maintainaccuraterecords of field observations, issues, and resolutions.
Qualifications
Experience
10–20+ years of field construction experience, withsignificant timein superintendent or senior field leadership roles.
Proven experience on large, complex projects (preferably $500M+), with exposure to mixed-use, infrastructure, or transit-related construction.
Experience working with or alongside Construction Managers in an oversight or owner’s representative capacitystronglypreferred.
Experience with large-scale sitelogisticsand multi-phase construction environments.
Technical Knowledge
Strong understanding of:
Field construction practices across multiple trades
Sitelogisticsplanning and execution
Safety management systems and OCIP programs
Familiarity with infrastructure,roadway, and transit-related construction is highly desirable.
Leadership & Skills
Strong field presence with the ability to influence without direct authority.
Excellentobservational, problem-solving, and communication skills.
Ability to manage multiple priorities in a fast-paced, high-complexity environment.

Education & Certifications
Bachelor’s degree in Construction Management, Engineering, or related field preferred (or equivalent experience).
OSHA 30-hour certification required (or ability to obtain).
Additionalsafety certifications are a plus.
