QUALIFICATIONS &
SKILLS
- Bachelor's
Degree in Civil Engineering, Electrical Engineering Electronic &
Communication Engineering and/or related field
- Minimum 8-10
years of experience in project management and construction
management, preferably in railway telecommunications projects
- Strong
knowledge engineering, railway, safety standards, telecom systems and
infrastructure development.
- Strong
understanding of telecommunications infrastructure including fiber optics,
structured cabling, GSM-R, Security systems and other LV, ELV
systems
- Proficiency
in project management and construction management including scheduling
tools e.g. Primavera P6 and MS Project
- Critical
thinking, leadership, problem solving and decision-making skills
- Related
certifications i.e. COSH, project management is preferred
DUTIES
& RESPONSIBILITIES
- Project Management, Implementation Management
& Planning
- Proper
planning and management of project installation activities
including schedule on site in coordination with the project manager and
planner
- Prepare 3
weeks look ahead, 3 months look ahead activities. Manage and/or
plan pre-requisites for installation works, including safety
requirements, temporary facilities requirements, logistics and other
requirements from interfacing parties as well as Customer and
Engineer/Consultant requirements.
- Manage
subcontractors and in-house installation and testing teams for proper
execution of installation activities. Collaborate with all subcontractors
for proper mobilization timing, pre work activities, execution of work
and ensure high quality work and performance and reduce reworks.
- Coordinate
with Project Planner for project progress and updates as well as future
activities on site. Support Project Planner in updating Primavera
P6 schedule
- Coordinate
with project stakeholders including customer, Engineer/Consultant,
subcontractors and railway operators for proper execution of
project
- Prepare
regular project progress report to Project Manager and other management
teams.
- Site Installation Management
- Oversees all
on-site Installation activities related to NEC's scope i.e.
Communications and Automatic Fare Collection System, such as Fiber Optic
Cabling, GSM-R, Structured Cabling, Backbone Transmission System (BTS)
and other sub- systems.
- Ensures that
Installation complies with approved designs, drawings and technical
writing/s.
- Addresses
and controls Installation issues and concerns.
- Manages site
inspections, testing and quality control procedures.
- Supervise
Installation teams, sub-contractors and site personnel.
- Ensures that
sufficient workforce and equipment are available for each phase of the
project.
- Provides
technical guidance and mentorship to the entire team.
- Scope and Budget Cost Control
- Monitor
scope deviation and/or variations and prepare mitigations to manage
customer expectations
- Monitors Installation expenses
and ensures adherence to the budget. Prepare mitigation actions for
budget control
- Manages
contract variations and change orders.
- Provides
input on cost estimates and construction feasibility.
- Stakeholder Coordination/Communication management
- Support and
align with the Project Manager for project objectives,
deliverables and obligations.
- Coordinates
with the Project Planner for proper scheduling of activities and progress
reporting.
- Liaise with
Project Engineers, Design Teams, Quality Assurance managers and Railway
authorities.
- Attend
project meetings and provide Progress Reports.
- Manages
stakeholders' expectations and ensures clear communications
channels.
- Documentation & Reporting
- Prepares
necessary Installation plans, work method statements,
procedures, permit applications and other documents for the installation
activities of the project.
- Maintains
comprehensive Installation records including delivery reports, site
diaries, inspection reports, and all other pertinent reports for the
project. This includes preparation and acceptance of as-built drawings
and other configuration documents.
- Safety Compliance
- Implements
and enforces safety protocols aligned with railway and telecommunications
regulations.
- Conduct risk
assessments and implement mitigation measures.
- Ensure
compliance with relevant construction and railway safety standards
including DOLE DO 13 and COSH.
- Lead Safety
Meetings and promote safety culture.
