Job Description

The Project Services Specialist is responsible for assessing clients’ housing needs. This position estimates and oversees work for HEAP/Weatherization, DOE and other associated Energy and Housing Programs, and provides client education about energy conservation and other housing-related issues. This position is responsible for scheduling and conducting Weatherization Contractor Meetings and the oversight of subcontractors performing tasks in these programs.

Essential Duties and Responsibilities:

  • Itemizes necessary materials and procedures from the work plan per the results of the initial inspection and writes up work orders for appropriate supplier, crew, or contractor. The following tasks are performed during the initial inspection; blower door, CO tester, manometer and pressure pan tests.
  • Completes Weatherization and other energy/housing related projects for the quality and completeness of work, compliance with program guidelines, client satisfaction and completeness of paperwork.
  • Communicates effectively with contractors through on-site visits to answer questions, authorize written change orders, re-works, and ensures all work being performed meets established program specifications and quality standards.
  • Trains and provides technical assistance, as needed, to contractors in material installation techniques for solving routine and non-routine installation problems.
  • Ensures sufficient billable units are completed monthly in all assigned programs to meet program goals, ensuring all units meet quality standards and program rules, set forth by funding sources.
  • Completes the annual DOE contractor bid process by working with Operations Manager to ensure the task codes are accurate and complete. Administers the contractor pre-bid meetings and makes recommendations on appropriate contractors for the program.
  • Keeps well informed regarding weatherization and rehabilitation techniques, energy saving measures, heating systems and applicable codes.
  • Inputs data entry and has oversight of weatherization jobs into the Energy Modeling Software that is assigned by our funding agency.
  • Works cooperatively with staff from other Community Action Programs, Community Development personnel, Advisory Boards, code enforcement officers and other municipal officials.
  • Ensures clients are provided information and education regarding services supplied by the Energy & Housing Services Department and any other energy-related information that is pertinent to the client’s well-being.
  • Assists with the client complaint process, investigating complaints and assuring that they are resolved in a timely fashion.
