Parsons is looking for an amazingly talented Project Quality Specialist Wet Utilities to join our team!
What You’ll Be Doing
Support implementation of project quality requirements for wet utility works.
Monitor construction activities to ensure compliance with approved drawings, specifications, Method Statements, and ITPs.
Conduct quality inspections and surveillance of wet utility installation activities.
Review and monitor wet utility-related ITPs, checklists, inspection procedures, and testing requirements.
Review Material Inspection Requests (MIRs), Work Inspection Requests (WIRs), test reports, material certificates, and technical documentation.
Verify that approved materials, pipes, fittings, valves, chambers, and equipment are properly stored, handled, and installed.
Monitor Contractor and Subcontractor quality performance for wet utility works.
Identify defects, non-conformances, and quality risks at an early stage.
Raise, review, and monitor NCRs and quality observations related to wet utilities.
Support root cause analysis and corrective / preventive action implementation.
Verify corrective actions and supporting evidence prior to NCR closure.
Monitor quality records and ensure proper traceability of inspections and tests.
Participate in quality audits, inspections, technical meetings, and coordination workshops.
Support investigation and resolution of technical quality issues.
Coordinate with Engineering and Construction teams to resolve quality-related issues.
Support preparation of weekly and monthly quality reports.
Monitor quality trends and recurring defects and recommend improvement measures.
Support testing, commissioning, and final handover of wet utility systems.

Inspect installation of underground and above-ground wet utility networks.
Verify pipe alignment, levels, gradients, depths, and routing against approved drawings.
Monitor installation of pipes, fittings, valves, chambers, manholes, and associated infrastructure.
Verify pipe bedding, surround, backfilling, and compaction requirements.
Monitor construction of concrete chambers, manholes, valve chambers, catch basins, and drainage structures.
Verify pipe joints, connections, fittings, thrust blocks, anchors, and supports.
Monitor installation of water, sewerage, drainage, irrigation, and fire water networks.
Coordinate inspections prior to backfilling and closure of concealed works.
Verify separation distances and protection requirements between wet utilities and other underground services.
Monitor crossings and interfaces with roads, structures, electrical utilities, ICT, and other infrastructure.
Verify installation of sleeves, penetrations, waterproofing, and utility protection systems.
Coordinate with Survey teams to verify final utility locations, levels, and coordinates.
Verify as-built information before completion and handover.
Review and monitor approved wet utility testing and commissioning procedures.
Coordinate testing activities with Contractors, Commissioning teams, Consultants, and Client representatives.
Monitor hydrostatic and pressure testing of water and fire water networks.
Monitor leakage testing and pressure testing of pipelines.
Verify flushing, cleaning, and disinfection of potable water systems where applicable.
Monitor testing of sewerage and drainage networks, including CCTV inspection where required.
Verify gravity pipeline testing, infiltration / exfiltration testing, and air testing where applicable.
Monitor flow testing and functional testing of pumping systems.
Verify operation of valves, pumps, meters, control systems, and associated equipment.
Review test results and verify compliance with approved acceptance criteria.
Ensure failed tests are properly investigated and corrective actions implemented.
Maintain complete testing and commissioning quality records.
Support final inspection and system handover.
Coordinate with Wet Utilities Engineers to ensure quality requirements are incorporated into construction activities.
Review approved utility drawings, profiles, details, specifications, and design changes.
Coordinate wet utility interfaces with Civil, Roads, Drainage, Structural, MEP, Landscape, Electrical, and ICT works.
Monitor utility corridors and shared infrastructure for coordination and constructability issues.
Coordinate with Survey teams to verify utility alignments, coordinates, levels, and gradients.
Support BIM coordination and verification of utility models where applicable.
Ensure construction teams are working to the latest approved drawings and revisions.
Support resolution of RFIs, Technical Queries, and quality-related design clarifications.
Monitor interfaces with existing live utility networks and tie-in works.
Provide quality oversight for wet utility infrastructure serving airport terminals, airfield facilities, roads, aprons, taxiways, runways, and external areas.
Monitor wet utility works within airside and landside environments.
Support quality control of critical potable water, fire water, sewerage, drainage, irrigation, and stormwater systems.
Coordinate wet utility quality requirements with airport operational and access constraints.
Monitor interfaces with existing live water, sewerage, drainage, and fire protection networks.
Support quality inspections for phased construction and complex utility tie-ins.
Ensure wet utility works comply with Client, Consultant, authority, airport, and project-specific requirements.
Review and monitor wet utility-related NCRs and quality observations.
Support identification of root causes for installation defects, leakage, failed pressure tests, and drainage issues.
Coordinate corrective actions with Contractors and Construction teams.
Verify rectification works and supporting evidence.
Track recurring issues and recommend preventive measures.
Maintain wet utility quality registers and action trackers.
Support quality audits and surveillance inspections for wet utility Contractors and Subcontractors.
Monitor compliance with project quality procedures and ISO 9001 principles.
Prepare inspection reports and quality observations.
Track quality performance and corrective action closure.
Prepare weekly and monthly quality reports.
Monitor key quality indicators including:

Highlight recurring quality issues and potential risks to Project Quality Management.
Bachelor's Degree in Civil Engineering, Water / Environmental Engineering, Mechanical Engineering, or a related discipline.
Minimum 5 years of relevant experience in quality assurance / quality control for wet utilities, water, wastewater, drainage, irrigation, or infrastructure projects.
Experience on major airport, infrastructure, transportation, or multidisciplinary construction projects is preferred.
Strong understanding of wet utility installation, inspection, testing, and commissioning.
Experience with water supply, sewerage, stormwater, drainage, fire water, irrigation, pumping stations, and underground utility networks.
Good knowledge of ITPs, Method Statements, MIRs, WIRs, NCRs, inspection procedures, and testing documentation.
Experience with pressure testing, hydrostatic testing, leakage testing, flushing, disinfection, and drainage testing.
Experience working with Contractors, Subcontractors, Consultants, and Client representatives.
Good understanding of applicable utility, water, drainage, and infrastructure standards.
Knowledge of ISO 9001 quality management principles.
Quality certification such as ISO 9001, CQI, or equivalent is an advantage.
Strong communication, coordination, reporting, and problem-solving skills.
