We are looking to add a
Project Quality Manage
r to work on one of our important building projects in
Ottawa, Ontario.
The Project Quality Manager is responsible for planning, implementing, monitoring, and continuously improving the Quality Management System (QMS) applicable to civil engineering works and related infrastructure associated. The role ensures full compliance with contractual requirements, applicable standards, regulatory obligations, and industry best practices, while providing ongoing support to construction and engineering teams throughout project execution.
Responsibilities:
Quality Management System
Deploy, maintain, and continuously improve the project’s Quality Management System (QMS) in alignment with ISO9001 and applicable federal project requirements.
Develop, update, and manage the Project Quality Plan (PQP), Quality Manual, quality procedures, work instructions, and forms within contractually required timeframes.
Ensure contractual, technical, regulatory, and federal compliance requirements are fully integrated into project execution processes.
Quality Assurance & Quality Control (QA/QC)
Plan, coordinate, and supervise all QA/QC activities on-site and at fabrication facilities.
Review and approve Inspection and Test Plans (ITPs) for foundations, concrete works, form work, rebar, Industrial, Commercial, and Institutional Building construction activities.
Verify the conformity of materials, equipment, and construction methods with project specifications and applicable federal standards.
Manage material and field testing (concrete, soils, fireproofing, etc.) and ensure timely reporting and analysis of results.
Audits, Inspections & Compliance Monitoring
Plan and perform internal quality audits and field inspections in accordance with the Quality Audit Plan.
Manage non-conformities, observations, and deviations, including root cause analysis, corrective and preventive actions, and validation of effectiveness.
Participate in external audits conducted by the client, certifying bodies, and federal authorities.
Ensure proper control, traceability, and archiving all quality documentation, including inspection records, test reports, certificates, and turnover packages.
Stakeholder Liaison & Collaboration
Serve as the project’s primary technical resource for quality-related matters across construction, engineering, and field teams.
Collaborate closely with Construction, Engineering, Environment, and Health & Safety (HSE) teams to ensure integrated project execution.
Manage client satisfaction processes, including structured communication feedback mechanisms and complaint handling protocols, with defined escalation paths within the organization.
Coordinate quality activities with all relevant project stakeholders, including authorities having jurisdiction, third-party inspectors, and other consultants as required.
Support, Training & Technical Leadership
Train and coach personnel on applicable quality requirements, project procedures, and compliance expectations.
Prepare and deliver periodic quality reports to senior management and the federal client.
Continuous Improvement & Performance Monitoring
Identify opportunities to improve quality processes and work methods based on field conditions and project performance.
Analyze quality performance indicators (KPIs) and recommend improvement plans.
Capture lessons learned and contribute to organizational knowledge and continuous improvement initiatives.
Conduct annual management reviews and maintain a continuous improvement program to identify, record, track, implement, and close out all improvement opportunities.
Support work performance verification and post-construction follow-up, including corrective work, remedial repairs, and activities related to handover to the client.

In accordance with applicable pay transparency legislation, EBC Inc. has included the expected salary range for this role, which is
$95,000–$145,000
. Compensation within the range is determined based on relevant experience, qualifications, localization, and internal equity. Base salary is one component of EBC’s comprehensive total rewards offering, which may include performance-based incentives, extended health and wellness benefits, retirement savings programs, and career development opportunities.
