
Key Responsibilities
Regional Project Strategy & Master Planning
Develop and drive the regional development roadmap in line with the Group’s overall township vision and business objectives.
Lead master planning for multiple townships, ensuring commercial viability, regulatory compliance, and community-centric urban design.
Identify new site opportunities and oversee land-use studies, market research, and macro development strategies for future growth.
Project Planning & Execution Oversight
Oversee the development of detailed implementation plans for multiple projects running concurrently.
Ensure alignment of project scopes, schedules, and resources across internal business units, external consultants, and contractors.
Monitor progress closely, resolve bottlenecks, and ensure timely delivery within approved budgets and timelines.
Design Leadership & Innovation
Provide strategic direction during concept and detailed design stages, ensuring consistency with corporate design standards, sustainability goals, and current market needs.
Review, evaluate, and approve masterplans, architectural schemes, and engineering solutions for township components.
Champion design innovation, smart township concepts, integrated infrastructure planning, and future-ready amenities.
Feasibility & Investment Analysis
Lead feasibility assessments for new and existing development parcels within the region.
Oversee the preparation of development strategies, investment papers, and scenario-based financial models for Board and Group Management approval.
Advise Group leadership on land optimisation, development phasing, and product mix to maximise long-term value.
Regulatory & Authority Liaison
Act as the senior representative in all regional statutory, authority, and community engagements related to township planning and approvals.
Ensure smooth navigation of the entire planning and approval process, including development orders, land conversion, zoning, and building plan submissions.
Build and maintain strong working relationships with local councils, government agencies, and relevant external stakeholders.
Cost Control & Value Engineering
Oversee project budgeting activities in collaboration with Group Finance, Contracts, and QS teams.
Champion value engineering initiatives and cost-efficiency measures without compromising on quality, design intent, or brand positioning.
Ensure financial prudence and discipline across all stages of the development lifecycle.
Leadership & Team Development
Lead and mentor a team of project managers, planners, engineers, and support staff across the region.
Drive a high-performance, accountable culture and ensure strong cross-functional collaboration with other departments.
Support team growth through coaching, talent development initiatives, and succession planning.
Serve as a key liaison with the Group’s senior leadership team on overall project progress, strategic issues, and regional updates.
Sustainability & Risk Management
Integrate sustainable development principles and ESG considerations into all planning and design initiatives.
Identify key project and portfolio risks (technical, regulatory, commercial) and implement effective mitigation strategies.
Uphold quality, safety, and environmental standards across all developments, in line with Group policies and statutory requirements.
Educational Background
Bachelor’s Degree in Civil Engineering, Architecture, Town Planning, or a related field.
Postgraduate qualification (MBA, Urban Development, or related discipline) is an added advantage.
Experience
Minimum 12 years of experience in property development, with at least 5 years in a leadership role overseeing township or large-scale mixed-use developments.
Proven track record in master planning, end-to-end project management, and authority liaison in Malaysia.
Experience in both upstream planning (land use, concept, approvals) and downstream implementation (delivery, handover).
Competencies
Strong strategic thinking with solid business and commercial acumen.
Excellent leadership, people management, and stakeholder engagement skills.
Deep understanding of regulatory frameworks, land matters, and local development policies in Malaysia.
Proficiency in relevant planning and project tools/software (e.g. AutoCAD, MS Project, Revit or equivalent).
Other Requirements
Comfortable working in a fast-paced, matrixed organisational structure with multiple stakeholders and priorities.
Strong communication and presentation skills, with the ability to engage senior management, authorities, and external partners effectively.
