Job Description


This position will support the DISA GSM-O II Task Number 22 (TN22) DISA Global Field Command. GSM-O II provides network operations and cyber defense support to the Defense Information Systems Agency (DISA) in support of the DoD and COCOMs. The selected candidate will serve as a critical leader responsible for the unified oversight of the organization's Project Planning and Quality Assurance/Quality Control (QA/QC) functions. As a player-coach, the Team Lead will guide the success of both teams by providing expert project management, Agile methodologies, and a rigorous QA/QC framework to ensure complex initiatives are executed efficiently and all work products meet the highest standards of accuracy, consistency, and compliance.

This position offers potential for hybrid telework, but candidates must be located within commutable distance of our offices in Columbus OH, Scott AFB in IL, or Hill AFB in UT, and available to come onsite on a regular basis. A Secret clearance or higher is required to be considered.

Primary Responsibilities:

  • Direct a 3–5-member team of Project Planning and QA/QC professionals by leading, managing, and mentoring their daily operations and professional development, fostering a collaborative environment that integrates quality assurance into every stage of the project lifecycle.
  • Serve as the primary subject matter expert for project management best practices, Agile methodologies, and all contractual quality metrics, including the creation and timely delivery of CDRLs and AQLs.
  • Oversee the portfolio of supported projects, leading the team in applying Agile/Scrum frameworks to facilitate planning sessions, track progress against milestones, and remove impediments.
  • Implement and manage the organization’s two-tiered QA/QC framework, including performing spot-checks and analyzing quality data to identify trends, pinpoint flawed processes, and drive continuous improvement.
  • Partner with the Training Team to translate QA/QC findings and root-cause analysis into targeted training plans that address identified knowledge gaps and improve team proficiency.
  • Serve as a central communication hub, providing regular status updates to leadership on project health, quality trends, and risks, and immediately escalating any issues that threaten deadlines or compliance.
  • Deliver formal briefs to senior leadership (e.g., DISA Global, HQ, DCDC) as necessary, clearly articulating project status, quality performance, and strategic recommendations.
  • Champion and enforce strict adherence to all Standard Operating Procedures (SOPs); Tactics, Techniques, and Procedures (TTPs); Performance Work Statements (PWS) requirements; and program policies

BASIC QUALIFICATIONS:

  • Must have an active Secret clearance to start and the ability to obtain a Top Secret/SCI clearance.
  • Bachelor's degree and 8+ years of relevant experience in a technical or cyber-related field; equivalent work experience and/or military service may be considered in lieu of a degree.
  • Must have a DoD 8570 IAT Level II baseline certification (Security+ CE or higher) at start date and be able to obtain CSSP-A certification within 180 days of start date.
  • 5+ years of experience in project management, program management, or leading large, complex technical projects.
  • Proven experience with quality assurance/quality control processes, data analysis, and process improvement methodologies.
  • Excellent problem-solving skills and the ability to lead cross-functional & cross-site teams to resolve complex challenges.
  • Demonstrated ability to host and facilitate key leader engagements and brief senior leadership with professionalism and confidence.
  • Located within a commutable distance (within 2 hours) of Scott AFB, IL; Hill AFB, UT; or Columbus, OH.

PREFERRED QUALIFICATIONS:

  • Advanced industry certifications in project management such as Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or PMI Agile Certified Practitioner (PMI-ACP).
  • Certifications or demonstrated expertise in quality assurance or process improvement, such as Lean Six Sigma (Green or Black Belt), or Certified Quality Engineer (CQE).
  • Prior professional experience working directly with Defense Information Systems Agency (DISA) and/or Department of Defense (DoD) network environments and PWS requirements.
  • Demonstrated experience managing a portfolio of multiple complex projects simultaneously.
  • Experience in a formal leadership role, responsible for the mentorship, training, and professional development of a team.

Pay Range:

Pay Range $107,900.00 - $195,050.00
