ROLE PROFILE

TITLE: Project Officer (CP) (FOR MYANMAR NATIONAL ONLY)

TEAM/PROGRAMME: Programme Implementation (Child Protection) LOCATION: Yangon, Head Office

Number of Position: 1

GRADE: NAT-4

CONTRACT LENGTH: Fixed Term

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.

ROLE PURPOSE: The Project Officer is primarily responsible for supporting the Program Manager/Project Coordinator and the integrated Child Protection, Health and Child Poverty project team to ensure the timely, efficient, and high-quality implementation of activities through local partner organizations in target area. Key responsibilities include facilitating training on grant management, financial and technical support, and the development of administrative and logistical procedures, along with other project management tasks as required. The Project Officer will also conduct monitoring visits on behalf of the Program Manager/Project Coordinator and undertake additional duties as assigned. Furthermore, the role is accountable for ensuring that implementation partners adhere to Save the Children’s guidelines and comply with donor requirements.

External Representation: Maintain regular engagement with implementing partner organizations to position Save the Children as a supportive and collaborative agency, while contributing to the development and strengthening of key organizational policies and procedures—including financial management, human resources, logistics, and procurement—to promote effective and accountable project implementation.

Travel: Frequent (over 10 days per month)

KEY AREAS OF ACCOUNTABILITY :

Programme Management

• Support the preparation of requisitions and follow up on procurement processes, as well as other program-related administrative tasks.

• Undertake any additional administrative and logistics duties as assigned by the Program Manager.

• Contribute to the planning and coordination of grant-specific audits.

• Prepare and/or review monitoring reports following field visits.

• Support partner organizations in identifying, documenting, and disseminating best practices from project implementation.

• Foster strong, collaborative relationships with partner organizations and exemplify partnership values in all interactions.

• Assist implementation partners in preparing high-quality financial reports and ensure timely submission in line with the agreed reporting framework.

Program Delivery

• Support the Project Manager and project team in ensuring timely delivery of project outputs, including the procurement and arrangement of required supplies and materials.

• Assist in coordinating with local authorities and partner organizations within the project’s operational areas.

• Contribute to the development of township-level work plans and budget estimates, and manage cash disbursement for assigned project activities.

• Assist partners and children in collecting program data for operational purposes and maintain regular communication with partner organizations.

• Support partners in strengthening financial management and reporting systems to improve transparency and ensure compliance with donor and organizational standards.

• Facilitate capacity-building activities for partner organizations, including training in financial management, compliance, and effective project implementation.

• Review and validate financial and programmatic reports submitted by partners, ensuring accuracy, completeness, and alignment with project requirements.

• Identify and escalate risks related to partner operations, budget utilization, and program implementation, and support the development of appropriate mitigation strategies.

• Maintain accurate and organized documentation of partner support activities, ensuring timely and high-quality reporting to internal and external stakeholders.

• Ensure partner organizations comply with all donor and Save the Children International (SCI) policies and procedures as stipulated in partnership agreements.



Budget and Fund Disbursement to Implementation Partners

• Desk review of Partners' financial proposal, support the Project Manager and Award Focal for timely fund transfer to respective Implementation Partners.

• Participate in review and analysis of the budget of the partners and provide necessary feedback and assist to Project Manager.

• Ensure sub-grants are issued on timely manner to the partner organizations and budget spend is in line with policies.

• Assist Project Manager in budget negotiation, budget revision and reprogramming.

Financial Monitoring and Compliance

• Assist in the preparation of the partner's agreements ensuring partners’ agreement covers all necessary SCI and donor's policy and procedures.

• Monitor and update partners' and field budget system on monthly basis. Provide guidance to partners either directly or through Project Manager for effective use of subgrants.

• Monitor spending rate of Child Protection and report to Project Manager.

• Involve pre-award assessment of partners’ capacity before going into any contract.

• Assist the Project Manager to ensure the partner's agreements are prepared / amended on time.

Capacity Building

• Assist Project Manager in capacity building of local partners and conduct need assessment.

• Provide accounting and financial monitoring training for partners including Fraud awareness and child safeguarding and other zero tolerance policies of SCI.

• Organized training to build the capacity of partner's support staff regarding logistic and procurement, fixed asset management and other administration things.

• Provide technical aspects to Program and Project Managers and Project Coordinator budget phasing/planning and management.

Child Safeguarding Responsibilities

• Develop and pilot practical day-to-day approaches to increase awareness, commitment and interest in child safeguarding amongst staff members.

QUALIFICATIONS, EXPERIENCE AND SKILLS

• At least 3 years’ experience in working in support unit or finance or supply chain or working with paertner or related field. Experience of working in Inclusive child protection is an advantage.

• Bachelor’s degree or a related field. Ideally a post graduate qualification in a relevant field and/ or professional qualification in inclusive humanitarian or related field

• Must be reading skills in English.

• Excellent training, facilitation, and communication skills.

• Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.

• Willingness to travel to field offices and work in difficult environment according to travel requirements Relevant significant people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.

• Ability to work collaboratively with colleagues across the organisation developing effective working.

• Commitment to and understanding of Save the Children’s aims, values and principles.

Child Safeguarding and Counter Fraud responsibilities

1. Take all necessary and appropriate steps to prevent abuse, exploitation, neglect, harm and modern slavery within their areas of responsibility, and in the way they conduct themselves, report and respond to all incidents and concerns whether online or in person, and comply with the Safeguarding Policy and Procedure.

2. Implement Safe Programming practices including safety by design, fully resourced activities and contextualised risk assessments from programme design stage. Practical steps are taken to mitigate those risks and regularly review them throughout the project cycle.
