MAJOR RESPONSIBILITIES

Project Implementation and Coordination (35%)
Support implementation of all project activities within assigned districts to ensure delivery of approved outputs and outcomes. The Project Officer will:

• Coordinate day-to-day implementation of project activities in assigned districts.
• Develop monthly and quarterly implementation schedules aligned with approved work plans.
• Ensure timely implementation of community-based activities.
• Coordinate district inception meetings, planning sessions and review meetings.
• Provide technical support to community facilitators and volunteers.
• Supervise implementation of project activities to ensure quality and compliance.
• Identify implementation challenges and recommend corrective actions.
• Ensure project activities are completed within approved timelines and budgets.

End Results

Project activities are implemented on time, within budget, and in compliance with donor and World Vision standards, resulting in the timely achievement of project outputs, strengthened district coordination, and improved access to birth registration and legal identity services for targeted children and families

Technical Support and Capacity Building(20%)

Provide technical support to strengthen district implementation and capacity of government and community stakeholders. The Project Officer will:

• Facilitate implementation of Social and Behaviour Change (SBC) interventions.
• Support behavioural assessment and community engagement activities.
• Coordinate parenting education sessions and community dialogues.
• Strengthen referral pathways for birth registration and legal identity services.
• Promote use of digital birth registration systems (e-RITA).
• Train and mentor Community Health Workers, teachers, Child Protection Committees, youth leaders and faith leaders.
• Support youth-led awareness campaigns and community mobilization initiatives.
• Promote gender equality, disability inclusion and child protection throughout implementation.

End Results

Government officials, community structures, schools, health workers, youth groups, and volunteers have strengthened capacity to implement quality SBC interventions, promote digital birth registration (e-RITA), and support timely referral and registration of children, contributing to sustained behaviour change and increased birth registration coverage

Government and Stakeholder Engagement(15%)

Strengthen collaboration with government institutions and community partners. The Project Officer will:

• Coordinate implementation with District Councils, RITA, NIDA and relevant government departments.
• Maintain regular communication with district authorities and implementing partners.
• Facilitate district coordination meetings and joint supportive supervision visits.
• Strengthen collaboration with schools, health facilities, faith-based organizations and community structures.
• Represent World Vision in district technical meetings as delegated by the Project Coordinator.
• Support documentation of district commitments and follow-up actions.

End Results

Effective collaboration and coordination are maintained with RITA, NIDA, LGAs, health facilities, schools, faith-based organizations and other stakeholders, resulting in strengthened government ownership, integrated implementation, and improved delivery of birth registration and legal identity services.

Monitoring, Learning and Reporting(15%)

Support routine monitoring, documentation and reporting of project performance. The Project Officer will:

• Collect, verify and report project data in accordance with approved indicators.
• Maintain accurate project records and documentation.
• Conduct routine monitoring visits to project sites.
• Support data quality assurance activities.
• Prepare monthly and quarterly progress reports.
• Document success stories, lessons learned and best practices.
• Support donor monitoring visits and programme reviews.
• Promote adaptive management through regular analysis of project performance.

End Results

Accurate, timely and high-quality project data, reports and documentation are produced to inform decision-making, demonstrate project results, ensure accountability to UNICEF and World Vision, and promote adaptive management and continuous learning.

Financial and Administrative Management(10%)

Support efficient utilization of project resources. The Project Officer will:

• Prepare activity budgets and expenditure forecasts.
• Monitor activity expenditures.
• Ensure compliance with financial and procurement procedures.
• Support timely liquidation of project funds.
• Maintain proper documentation for project expenditures.
• Promote value for money in project implementation.

End Results

Project financial and administrative resources are managed efficiently and in compliance with donor and World Vision policies, ensuring timely implementation of activities, proper utilization of funds, value for money, and satisfactory audit and compliance results.

Safeguarding, Accountability and Compliance (5%)

Ensure project implementation adheres to safeguarding and accountability standards. The Project Officer will:

• Promote Child Safeguarding and PSEA throughout project implementation.
• Ensure Accountability to Affected Populations (AAP) is integrated into all activities.
• Support Community Feedback and Complaints Mechanisms.
• Promote ethical conduct among staff, volunteers and partners.
• Ensure compliance with donor and World Vision policies.

End Results

Child safeguarding, PSEA, Accountability to Affected Populations (AAP), and donor compliance requirements are effectively integrated into all project activities, ensuring safe, ethical, accountable and inclusive programme implementation while strengthening community trust and protecting the rights of children and vulnerable populations

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

• Minimum of 3–5 years' experience implementing donor-funded development programmes.
• Experience working with UN agencies or other international development partners will be an added advantage.
• Experience working with Local Government Authorities and community structures.
• Demonstrated experience in Social and Behaviour Change (SBC), Child Protection, Public Health, CRVS, Education, Governance or Community Development programmes.
• Experience facilitating community training and capacity building.
• Experience in project monitoring, reporting and documentation.
• Experience coordinating multiple stakeholders at district and community levels.
• Strong computer skills, including Microsoft Office applications and digital data collection platforms.

Required Education, training, license, registration, and certification

• Bachelor’s degree in social work, Community Development, Social Sciences, Sociology, Education, Development Studies, Public Administration, Project Management or another relevant field

Preferred Knowledge and Qualifications

• Strong knowledge of Social and Behaviour Change (SBC) approaches, community mobilization, and behaviour change communication.
• Knowledge of Civil Registration and Vital Statistics (CRVS) systems, birth registration processes, digital registration platforms (e.g., e-RITA), and legal identity programmes is an added advantage.
• Experience working with Local Government Authorities (LGAs), RITA, NIDA, health facilities, schools, and community-based structures.
• Good understanding of child protection, safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), and Gender Equality, Disability and Social Inclusion (GEDSI) principles.
• Demonstrated experience in planning, coordinating, implementing, and monitoring donor-funded development projects.
• Proven ability to facilitate training, mentorship, coaching, and capacity strengthening for government officials, community volunteers, teachers, health workers, and other stakeholders.
• Strong stakeholder engagement, networking, negotiation, and partnership management skills.
• Excellent verbal, written, presentation, and report-writing skills in both English and Swahili.
• Strong analytical, problem-solving, and decision-making skills, with the ability to use data to improve programme performance and support adaptive management.
• Experience in project monitoring, documentation, data quality assurance, and use of digital data collection and reporting systems.
• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) and familiarity with digital collaboration and data management platforms.
• Strong planning, organizational, and time management skills, with the ability to manage multiple priorities and meet tight deadlines.
• Demonstrated integrity, accountability, professionalism, and commitment to World Vision's values, safeguarding standards, and code of conduct.
• Ability to work effectively in multidisciplinary and multicultural teams with minimal supervision.
• Willingness and ability to travel frequently across the project districts and work in remote community settings.

Language Requirements: xcellent written and spoken English and Swahili language
