PROJECT OFFICER

Field Supervision, Coordination & Stakeholder Engagement

Function: Field Operations — Supervision, Coordination & Delivery

Engagement: Fixed-Term Contract (Renewable)

Reports To: Program Manager / Operations Lead

Supervises: Field Officers (direct reports in assigned state)

Location: Field-Based — State-level deployment

Travel: Required — within assigned state and LGAs;

ROLE PURPOSE

The Project Officer is a mid-level field leadership role responsible for the operational delivery of Sproxil's programmes within an assigned state. The Project Officer simultaneously leads a team of Field Officers — directing their daily activity, reviewing their outputs, and coaching their performance — while also maintaining their own direct field engagement with PPMVs, pharmacies, government officials, and community stakeholders.

This is not a purely supervisory desk role. Project Officers are expected to be active in the field alongside their teams, modelling best practice, managing complex PPMV relationships, handling escalations that exceed Field Officer authority, and representing Sproxil with state-level government counterparts.

KEY RESPONSIBILITIES

Team Leadership & Field Officer Supervision

• Direct, coordinate, and provide daily oversight to a team of Field Officers within the assigned state, ensuring they meet visit targets, submission quality standards, and reporting deadlines.

• Conduct regular joint field visits alongside Field Officers to coach their PPMV engagement technique, training delivery, and data quality verification skills.

• Review and validate Field Officer daily/weekly logs; identify performance gaps and implement corrective action plans.

• Manage Field Officer scheduling and LGA coverage allocation, adapting plans as programme priorities shift.

• Escalate persistent Field Officer performance concerns or conduct issues to the Project Manager.

Stakeholder & Government Relations

• Serve as Sproxil's primary relationship manager for PPMV leadership associations (including state and LGA NAPPMED branches) within the assigned state, maintaining active engagement with union leadership to sustain programme buy-in.

• Engage regularly with state Ministry of Health officials, State Malaria Elimination Programme (SMEP) representatives, Local Government Health Authorities, and relevant regulatory contacts to maintain alignment and programme acceptance.

• Represent Sproxil professionally at stakeholder meetings, community forums, and inter-agency sessions; manage sensitivities and escalate significant political dynamics to the Project Manager.

• Maintain an up-to-date stakeholder register covering PPMV union leadership, government officials, LGA health officers, and active partner organisations in the state.

Own Field Activities

• Personally manage a portfolio of high-value, complex, or strategically important PPMV relationships that exceed Field Officer scope

Data Quality Oversight & Compliance

• Monitor state-level data submission rates, completeness scores, and anomaly flags on a weekly basis; identify systemic issues and direct Field Officers to address root causes.

• Review mystery shopping and verification reports from Field Officers; validate findings and determine appropriate follow-up actions including PPMV warnings, suspensions, or retraining.

• Ensure all field activities comply with project protocols, ethical guidelines, and applicable regulatory requirements.

Programme Operations & Logistics

• Coordinate the planning and execution of training rollouts, provider onboarding campaigns, and incentive distribution within the assigned state.

• Oversee state-level materials management — receiving stock from Lagos, managing Field Officer distribution, and maintaining accountability records.

• Support state-level programme planning inputs including LGA prioritisation, coverage mapping, and enrolment target-setting.

Reporting & Upward Communication

• Prepare and submit weekly state performance reports to the Project Manager covering PPMV enrolment, submission rates, data quality metrics, team activity, and key stakeholder updates.

• Participate in national team coordination calls, review meetings, and in-person programme reviews as required.

• Document lessons learned, stakeholder feedback, and implementation observations to inform programme adaptation including large pharmacy chains, influential PPMV operators, and providers with persistent data quality issues.

• Conduct direct PPMV visits, training sessions, and compliance checks as needed, particularly in newly activated LGAs or during state expansion phases.

KEY PERFORMANCE INDICATORS

• State-level PPMV enrolment against monthly targets

• State data submission rates and AI image acceptance scores

• Field Officer visit completion rates and log submission timeliness

Requirements


QUALIFICATIONS & EXPERIENCE

Essential

• Bachelor's degree in Public Health, Pharmacy, Health Sciences, Social Sciences, Business Administration, or related field.

• Minimum 3 years' experience in field programme delivery, health systems, pharmaceutical territory management, or community health — with at least 1 year in a supervisory or team lead capacity.

• Demonstrated experience managing field teams; comfortable setting performance targets, providing coaching, and addressing non-performance.

• Prior experience working with PPMVs, community pharmacies, or the informal pharmaceutical retail sector in Nigeria.

• Experience engaging government officials or institutional stakeholders at state/LGA level.

• Proficiency with mobile data tools, WhatsApp Business, smartphones, and Microsoft Office / Google Workspace.

• Strong English communication; proficiency in relevant local language(s) required.

Desirable

• Experience on BMGF, USAID, Global Fund, or similar donor-funded health programmes.

• Familiarity with malaria diagnostics, mRDTs, surveillance data systems, or DHIS2.

• Knowledge of NAPPMED structures, state SMEP operations, or PCN regulatory processes.

• Experience with data quality assurance, mystery shopping programme management, or field audit activities.

• Prior experience coordinating multi-LGA field operations across a Nigerian state.
