General Summary:

Manages and assists in the administrative, technical, and contractual needs and functions involved in the design and construction of capital and operational projects.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides direct support in the resolution of departmental issues. Assists in the development of capital and operational projects, and special projects.
  • Develops project scopes, budgets, and schedules in coordination with stakeholders.
  • Engages department resources as needed to complete projects. Provides oversight of departmental interfaces with contractors, consultants, and external organizations to assure timely resolution of issues.
  • Performs technical reviews of projects and prepares technical reports and correspondence.
  • Makes formal presentations to staff, consultants, government entities, and other related parties, as required to communicate related project performance.
  • Reviews work in accordance with contract requirements.
  • Accepts work, validates invoices and processes invoices for payments.
  • Remains current on new industry trends, methods, and technology.
  • Assists to develop, implement, evaluate, and revise section policies, procedures, and standards.
  • Prepares a variety of reports for management review.
  • Develops, submits for approval, and monitors project budget(s) and contract values.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Engineering, Architecture, or related field.
  • Six (6) years progressively responsible experience associated with major engineering and construction projects to include three (3) years of project management experience.
  • Possess a valid Texas driver’s license to operate DART non-revenue vehicles.
  • Pass a physical (medical) examination that includes a drug screen.
  • Proficiency of PC software applications to include Microsoft Office or other related software applications.
  • Physical ability required to move throughout the office and other work locations as needed, including standing, walking, and occasionally lifting or carrying objects (e.g., files, books, computer binders, small hand tools) weighing up to thirty (30) pounds, approximately 15%–25% of the time.
  • Ability to write clearly and succinctly in a variety of communication settings and styles; can get messages across that have the desired effect.
  • Ability to step up to conflicts, seeing them as opportunities; reads situations quickly; good at focused listening; can hammer out tough agreements and settle disputes equitably; can find common ground and get cooperation with minimum noise.
  • Ability to blend people into teams when needed; creates strong morale and spirit in his/her team; shares sins and successes; fosters open dialogue; lets people finish and be responsible for their work; defines success in terms of the whole team; creates a feeling of belonging in the team.
  • Ability to accurately scope out length and difficulty of tasks and projects; sets objectives and goals; breaks down work into the process steps; develops schedules and task/people assignments; anticipates and adjusts for problems and roadblocks; measures performance against goals; evaluates results.
  • Ability to use rigorous logic and methods to solve difficult problems; is an excellent at honest analysis; looks beyond the obvious and does not stop at the first answers.
  • Ability to provide challenging and stretching tasks and assignments; holds frequent development discussions; is aware of each direct reports career goals; constructs compelling development plans and executes them; pushes direct reports to accept developmental moves; will take direct reports who need work. Is a people builder.
  • Ability to spend time at construction sites for monitoring, surveillance, and inspection of projects.

WORKING CONDITIONS

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
