Position Summary

Aalis Management Consulting is seeking an experienced Project Manager / Regulatory Lead to lead federal regulatory and public-comment projects supporting a federal customer. This position will serve as a key point of contact for project execution and will be responsible for coordinating regulatory activities, managing schedules and deliverables, monitoring risks, and ensuring high-quality work products.

The ideal candidate has direct experience supporting Federal notice-and-comment rulemaking, public-comment analysis, regulatory writing, and policy analysis.

Key Responsibilities

  • Lead day-to-day execution of federal regulatory and public-comment projects.
  • Manage project schedules, milestones, deliverables, priorities, and multiple concurrent deadlines.
  • Coordinate with Government stakeholders, subject matter experts, analysts, and project team members.
  • Support Federal regulatory and notice-and-comment rulemaking activities from planning through final deliverables.
  • Develop, review, and edit regulatory, policy, analytical, and project documentation.
  • Coordinate the collection, organization, review, and analysis of public comments.
  • Establish project workflows, review processes, and quality-control procedures.
  • Monitor project risks, issues, dependencies, and schedule impacts and develop mitigation strategies.
  • Ensure deliverables are accurate, complete, consistent, and submitted on schedule.
  • Lead project meetings, track action items, and communicate project status to Government stakeholders and leadership.
  • Review team products and ensure work aligns with Government requirements and established methodologies.
  • Coordinate across regulatory, policy, legal, analytical, and technical workstreams.
  • Prepare status reports, briefings, dashboards, and other customer-ready materials.
  • Identify process improvements that increase efficiency, consistency, and quality of regulatory and public-comment activities.
  • Provide leadership and direction to supporting Comment Analysts and Data Support personnel.

Required Qualifications

  • Bachelor's degree in public policy, political science, government, regulatory affairs, business, communications, legal studies, or related field.
  • 7+ years of relevant Federal regulatory, policy, program management, or analytical experience.
  • Demonstrated experience managing complex Federal projects with multiple deadlines and stakeholders.
  • Experience supporting Federal regulatory or public-comment activities.
  • Strong project management, organizational, and communication skills.
  • Experience developing and reviewing professional, Government-facing written deliverables.
  • Ability to manage competing priorities and work independently in a remote environment.

Preferred Qualifications

  • Direct notice-and-comment rulemaking experience.
  • Federal regulatory writing or policy analysis experience.
  • USDA or other Federal agency experience.
  • Experience managing public-comment projects.
  • Experience coordinating multidisciplinary teams.
  • PMP or comparable project management certification.
  • Experience with Regulations.gov, FDMS, or Federal rulemaking systems.
