The Project Manager/NPDES will design, implement and manage the City of Rio Rancho’s National Pollutant Discharge Elimination system (NPDES) program. Additionally, the Project Manager may be assigned to manage and coordinate engineering design, inspection, review, and construction management of the City’s water sewer, drainage, and transportation systems including planning monitoring, budgeting, and implementing to completion.
Education / higher education Bachelor's Degree
For required college degrees, applicable field(s) of study Civil engineering, construction management, or directly related discipline.
Minimum number of years of directly related experience Two years of experience in municipal engineering to include public infrastructure construction or buildings. In lieu of a degree, incumbent must possess six years of relevant experience.

Preferred certifications, licenses or registrations Registration as a Professional Engineer, Engineer in Training, or Certified Professional in Erosion and Sediment Control (CPESC).
Knowledge Pertinent federal, state and local laws, codes, and regulations including those affecting NPDES permits, the Storm Water Program, and other environmental permits and programs. Permitting, legal, regulatory, and technical requirements of storm water quality management, including illicit Connection and illegal Discharge prevention and elimination, best management practices programs, and environmental monitoring and assessment. Construction of buildings and facilities.
Skills Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Reading and interpreting engineering plans, municipal code, CID building code, and developing reports and budgets.
Abilities Communicate clearly and concisely, both orally and in writing. Work independently and complete tasks efficiently and effectively. Establish and maintain effective working relationship with those contacted in the course of work.
Interaction with Groups/Agencies/Entities: Internal: Development Services Department, Public Works Department, Parks Recreation & Community Service Department, Information Technology Department, and Police Department (Code Enforcement). External: Federal agencies (i.e., U.S. Environmental Protection Agency), State agencies (i.e., New Mexico Environment Department), Local agencies (i.e., Mid-Region council of Governments, Middle Rio Grande MS4 co-permittees).
