Reporting to the Manager, Epidemiology and Surveillance, the Project Manager, Equity Data, Data Governance is responsible for leading the development of a community data governance framework to support Toronto Public Health (TPH) population health products. The position focuses on advancing equitable approaches to collecting, analyzing and reporting population health and socio-demographic data, including integrating non-TPH data sources and exploring non-stigmatizing methods for incorporating communicable disease data into Population Health Status Indicators Dashboard.


The Project Manager, Equity Data, Data Governance role requires strong expertise in public health, health data, health equity including experience collaborating with various stakeholders.


Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that the project takes into account developments within the field, corporate policies and practices, legislation and initiatives by other jurisdictions and levels of government.
  • Motivates and collaborates with project team members, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.
  • Advances, negotiates and supports execution of the necessary funding proposals, contracts, agreements and related reporting.
  • Plans and leads complex projects and develops and manages project plans, including program improvements.
  • Develops and maintains project documentation including templates, spreadsheets, reports, briefing notes, presentations
  • Leads or participates in working/advisory groups in project planning and program development processes by identifying, formulating and recommending new program features, and preparing and supporting the delivery of implementation plans.
  • Represents Toronto Public Health or supports senior leaders as representatives in meetings with a wide range of internal and external stakeholders (i.e. City Divisions, community groups, other levels of government, agencies, senior staff, and elected officials).
  • Develops communication materials, makes presentations and brokers knowledge transfer


Key Qualifications:

  1. A Master’s degree in a related discipline such as, Epidemiology or equivalent combination of education and extensive experience.
  2. Considerable experience in leading complex projects and effective project teams in a public health (or equivalent), multi-interest holder environment.
  3. Considerable experience facilitating staff teams, committees, or work groups.
  4. Considerable experience in gaining buy-in and support from Managers and Senior Leaders on new approaches, change initiatives and implementation of health-related best practices.
  5. Ability to maintain accurate and detailed documentation and records.
  6. Highly developed written and oral communication skills, including experience writing reports, briefing notes, and delivering presentations.
  7. Conceptual thinker with ability to create new concepts that advance the program.
  8. Ability to take initiative and to work independently with competing demands and high-performance expectations to set and exceed goals.
  9. Ability to exercise discretion and judgement with confidential information.
  10. Strong understanding of population health data, socio-demographic data and intersectional analysis of health and socio-demographic data
  11. Strong expertise in health data governance with an equity lens, including applying OCAP® and EGAP principles to ensure ethical, community-informed data collection, access, and use.
  12. Ability to lead complex, multi-stakeholder projects, engaging Indigenous and equity-deserving communities in co-design and embedding culturally appropriate governance practices.
