The City of Toronto is seeking a dynamic and experienced Project Manager, Technology Services to lead high-impact digital initiatives that shape how services are delivered across the city.


In this role, you will drive the end-to-end delivery of complex, multi-divisional projects: starting with key initiatives such as e-ticketing and parking ticket digitization, modernizing how services are accessed and experienced by the public.

In this role, you will:

Project Delivery & Execution

  • Lead and manage all stages of the project lifecycle.
  • Lead and manage the development of detailed scope requirements, budgeting, resource management, planning and scheduling, monitoring and reporting progress; manage and mitigate issues and risks; and review, prepare and execute change requests.
  • Develop, manage and report on detailed project plans of varying complexity that support major business transformations.
  • Manage all aspects of assigned projects, including project charter, schedule, progress, budget, risk, issues, change and resource management, and quality assurance.
  • Negotiate and document project changes involving scope, timelines and budget.


Financial Management & Procurement

  • Develop, recommend and administer project budgets, ensuring expenditures are controlled and maintained within approved limits.
  • Lead, participate in or oversee the preparation of project budgets and financial documentation, including sole source requests, contract negotiations, leasing agreements, business cases, and feasibility and cost/benefit analyses.
  • Lead, participate in or oversee the preparation of formal contractual documents, including REOI, RFI/P/Q/R, SOW, MOU and SLA.


Vendor & Contract Management

  • Provide leadership in the evaluation, selection and recommendation of technical solutions and professional services; manage vendors and contractors throughout the solution delivery process.
  • Manage and administer consultants, contractors and related contracts, including quality assurance/quality control, payment authorization and performance monitoring.
  • Review, track, evaluate and report on contractor and consultant progress, expenditures and performance to ensure adherence to project scope, schedule, budget and contract terms.


Stakeholder Management & Leadership

  • Manage and provide leadership to project teams, ensuring effective teamwork, high standards of work quality, organizational performance, continuous learning and encouraging innovation.
  • Negotiate with senior management, clients and partners with competing priorities to achieve project objectives.


Strategy, Standards & Continuous Improvement

  • Develop, design and implement functional policies and programs for major business transformation and performance improvement based on the City's strategic directions and long-term needs.
  • Identify and develop cross-divisional initiatives to produce synergies and economies of scale.
  • Promote standardization in project administration, documentation, progress tracking and technical design.


Technical Solutions & Advisory

  • Assess and recommend scalable business and technical solutions aligned with corporate standards, policies and IT architecture.
  • Determine requirements, conduct research and evaluations, and obtain necessary approvals and sign-offs.
  • Inform and educate senior management, business users and technology peers on technology trends and the effective use of business and technology solutions.


Governance & Compliance

  • Ensure compliance with applicable legislation, City policies and PMI principles and standards.


Key Qualifications:


Your application for the role of Project Manager Technology Services should describe your qualifications as they relate to:

  1. Post-secondary education in Computer Science, Computer Engineering or a related discipline, or an equivalent combination of education and experience.
  2. Extensive experience leading and delivering large-scale, complex digital/IT projects in multi-divisional or enterprise environments, including full project lifecycle delivery (scope, schedule, budget, resources, risks and issues).
  3. Considerable experience managing projects with multiple stakeholders, including senior leadership, business and technical partners, and external vendors, with the ability to navigate competing priorities and drive alignment.
  4. Considerable experience with procurement processes, contract negotiations, and vendor/contract management, including RFP/RFQ development and vendor performance oversight.
  5. Project Management Professional (PMP) certification is required.
  6. Certified Scrum Master (CSM) certification considered an asset.
  7. Excellent communication and presentation skills, with the ability to provide clear and concise project reporting to executive and senior management audiences.
  8. Proficiency using project management and collaboration tools such as MS Project, Jira, Confluence, SharePoint, or equivalent.
  9. Ability to manage large-scale, multi-divisional technology initiatives, balancing delivery, stakeholder expectations, and organizational priorities.
