About the Role

The Project Manager in the Aviation Department’s New York Stewart International Airport (SWF) team will play a key role in tenant projects. In this role, the Project Manager will lead the coordination of the Tenant Construction and Alteration Process (TCAP) for tenant construction, alteration or maintenance work on or within their leased premises or space at the airport. The experienced Project Manager works closely with and advises the PA’s business partners, tenants, consultants and contractors; serves as the point of contact between the Port Authority team and the tenant’s team. The Project Manager reports to the Manager of Operations and Security with a dotted line to Physical Plant Manager.

Successful candidates must be able to pass a fingerprint-based Criminal History Records Check as mandated by 49 CFR 1542 and will be required to obtain and maintain an airport Security Identification Display Area (SIDA) credential with airfield Non-Movement Area Driving Privileges. SIDA access and airfield driving privileges require SIDA training.

Responsibilities

  • Oversee and manage tenant construction, alteration, maintenance, and improvement projects at SWF to ensure compliance with the Port Authority’s TCAP, Tenant Construction Review Manual, applicable codes, regulations, and agency standards.
  • Serve as the designated facility liaison for tenants, tenant representatives, contractors, consultants, Engineering, TCAP Central Office, Health and Safety, and other internal Port Authority stakeholders regarding tenant projects and facility compliance programs.
  • Review, coordinate, monitor, and advance Tenant Alteration Applications (TAAs), Minor Work Applications (MWAs), pre-construction submittals, project schedules, approvals, deficiency responses, punch list items, and required project closeout documentation.
  • Coordinate inspections, corrective actions, and compliance activities related to facility safety, fire protection and life safety, structural integrity, vertical transportation, post-construction inspections, and other applicable facility programs.
  • Maintain complete, accurate, and auditable project records, logs, reports, deficiency tracking materials, stakeholder communications, and archival documentation in accordance with applicable agency requirements.
  • Lead and participate in project meetings, orientation sessions, inspections, reviews, and stakeholder communications to communicate requirements, resolve issues, support decision-making, and facilitate timely project progression.
  • Identify, document, escalate, and assist in resolving project, safety, code compliance, and operational issues that may affect facility conformance, tenant work, or airport operations.
  • Provide regular status updates, reports, recommendations, and supporting documentation to the Manager, Operations and Security regarding project activity, compliance concerns, safety matters, stakeholder feedback, and required follow-up actions.

Minimum Qualifications

  • Bachelor’s degree in engineering, architecture, construction management, facilities management, business administration, public administration, or a related field; or a minimum of five (5) years’ hands on experience in project management, design, inspection and/or construction.
  • Demonstrated experience managing construction, alteration, maintenance, facility compliance, or capital improvement projects in an airport, transportation, public agency, infrastructure, commercial, or similarly regulated environment.
  • Experience coordinating with tenants, contractors, consultants, engineers, inspectors, internal departments, and external stakeholders to advance projects from planning through closeout.
  • Working knowledge of construction documents, project schedules, submittal review processes, deficiency tracking, inspection coordination, and project closeout documentation.

Desired Qualifications

  • Knowledge of construction project coordination, tenant alteration processes, facility compliance programs, safety practices, and applicable codes, standards, and regulatory requirements.
  • Ability to interpret and coordinate project-related documents, including applications, drawings, specifications, schedules, submittals, inspection reports, deficiency logs, and closeout materials.
  • Strong organizational, analytical, documentation, and follow-through skills, with the ability to manage multiple projects, deadlines, records, and stakeholder priorities simultaneously.
  • Effective oral and written communication skills, including the ability to prepare status updates, reports, meeting materials, correspondence, and recommendations for management review.
  • Ability to lead meetings, facilitate coordination among technical and non-technical stakeholders, resolve issues, and escalate matters requiring management or technical direction.
  • Ability to exercise sound judgment, maintain confidentiality, support audit readiness, and represent the facility professionally in interactions with tenants, consultants, contractors, and internal departments.
  • Proficiency with standard office, project tracking (e-Builder or Trimble), reporting, scheduling, records management, and communication tools used to support project administration and compliance oversight

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:​

Minimum: $90,012 Midpoint: $117,018   Maximum: $144,014

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
