Job Description

Responsible for planning, organizing, and managing LUMA’s capital projects—including transmission, distribution, substations, telecom, and streetlighting—ensuring projects are delivered on time, on budget, and within scope while maintaining compliance, quality, risk mitigation, and system reliability.

  • Leads end‑to‑end project execution, including full planning, scheduling, budgeting, coordination, and performance monitoring to ensure on‑time, on‑budget, and in‑scope delivery.

  • Oversees project progress, financial performance, forecasts, and documentation, ensuring accuracy and alignment with project baselines and organizational requirements.

  • Identifies and manages project risks; leads mitigation planning, decision‑making, and resolution of execution‑phase issues, conflicts, and field challenges reducing delays and minimizing operational disruptions.

  • Leads communication and coordination with contractors, suppliers, cross‑functional teams, external agencies, and stakeholders to maintain alignment and resolve issues proactively.

  • Ensures rigorous project documentation management, including contracts, change orders, permits, milestones, KPIs, reports, and compliance records enhancing audit readiness and documentation accuracy.

  • Oversee procurement planning by defining material, equipment, and service needs, ensuring availability of resources, and addressing procurement‑related risks or delays.

  • Facilitates and leads project, kickoff, and stakeholder meetings; sets expectations, assigns responsibilities, approves deliverables, and drives alignment toward project goals, increasing team clarity and execution speed.

  • Ensures consistent, transparent communication across internal and external stakeholders to support efficient execution, issue resolution, and informed decision‑making, strengthening stakeholder engagement.

  • Ensures adherence to company policies, procedures, safety protocols, regulatory requirements, and industry standards throughout all phases of project delivery, improving compliance and safety performance.

  • Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks.

  • Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity.

  • Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.

Additional Job Description:

Education

  • Bachelor’s in Business, Engineering, Project Management, or related field from an accredited university.

Experience

  • 5 years of experience in project management or related experience preferably in a large electrical utility environment, with knowledge in design, construction, and commissioning of transmission, distribution systems, equipment, with at least 3 years' in a Project Associate role, similar role or proven experience working in project management.

Additional education may substitute for the required experience when it aligns with the competencies and knowledge necessary for the role:

  • Master’s degree in a relevant field may substitute when accompanied by a minimum of 3 years of experience performing related functions and at least 2 years of experience working as Project Manager or 5 years as a Project Coordinator.

  • Bachelor's degree accompanied by a Professional Certification PMP, CAMP may substitute when accompanied by a minimum of 3 years of experience performing related functions and at least 2 years of experience working as Project Manager or 5 years as a Project Coordinator.

  • Experience developing project plans, timelines, and deliverables using project management tools.

  • Experience working on Regulated Utilities and managing project interfaces with Regulatory Commission and Independent System Operators, International Aid Agency Interfaces on Large Utility Scale is preferred.

Competencies (Skills)

  • Expert knowledge in Project Controls scheduling, tasks development, WBS, Costs, Estimating, Risks and Reporting (to Regulatory and Federal Aid Agencies).

  • Strong communication abilities, with proficiency in presenting, facilitating meetings, and collaborating effectively across all organizational levels and stakeholder groups through multiple channels.

  • Knowledge of OH&S safety regulations and comprehensive understanding of applicable municipal, state, and federal legislation.

  • Excellent organizational, time‑management, planning, interpersonal, and leadership skills.

  • Proven capability in project execution and contractor management, ensuring quality, compliance, and timely delivery.

  • Strong analytical, problem‑solving, and decision‑making abilities, with attention to accuracy and detail.

  • Ability to work independently with limited supervision while maintaining high performance and accountability.

  • Proficient in MS Office Suite - Word, Excel, PowerPoint and Outlook, MS Projects, Primavera P6, Computer based Earned Value.

  • Strong English communication skills (both oral and written).

Licenses/Certifications

  • Valid Driver’s License

  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification. Is preferred.
