A dynamic leader and decision-maker with the experience and skills to coach, mentor and lead a team of environmental planning and ecology professionals in providing insightful strategic direction, you’ll play a key role in building the policy capacity of the City Planning Division as part of the Strategic Initiatives, Policy & Analysis (SIPA) management team. Your expertise in environmental planning, natural heritage, and the development of initiatives that respond to the current context will be critical to advancing forward thinking approaches that support a resilient, biodiverse and sustainable city.

The Project Manager, Policy, SIPAwill report to the Manager, Policy and/or Director, SIPA.

As part of the City Planning management team, the Project Manager will focus on building the strategic and policy capability of the division and their responsibilities will include:

• Manages projects as part of a section of specialist and generalist professionals that provide focused and proactive real-time strategic direction to serve City-wide planning interests and build on innovative initiatives at the local level.
• Promotes and engages in major policy or planning initiatives and provides ongoing advice to integrate current planning activities.
• Leads and manages the work of multi-disciplinary staff teams for a varied range of complex planning studies and projects, as required, including the scheduling, assigning and reviewing of work.
• Develops and implements detailed plans, programs and recommends policies to service the Division’s strategic initiatives, policy and analysis needs.
• Analyzes, advises and reports on planning matters related to issues and trends which impact the City.
• Interfaces with citizens, and interest groups and facilitates community participation and engagement.
• Represents the City Planning Division at Committee and Council and other standing committees.
• Assists in managing, hiring, motivating and training the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and innovation.
• Develops, recommends and administers the budget for studies and projects, and ensures that the expenditures are controlled and maintained within approved budget limitations.
• Initiates, develops, manages and recommends projects and innovative planning policies to guide the physical, environmental and social well-being of the City.
• Negotiates innovative solutions to complex planning challenges involving multiple stakeholders to achieve the City's planning and development objectives.
• Advocates the Division's values, principles and objectives in a variety of forums and effectively represents the City's interest to the public.
• Establishes, maintains and develops linkages to other Divisions, Agencies, Boards and Commissions to ensure effective partnerships within the corporation.
• Maintains an awareness of developments and advancements in the appropriate planning field to retain technical competency and provide state-of-the-art advice and counsel to the Division's senior management.
• Supervises and/or carries out special planning and other related duties.
• Supervises various unionized section staff in a project management context.
• Acts as an expert witness on behalf of Council before administrative tribunals such as Ontario Land Tribunal.

Key Qualifications:

1. Post-secondary education in planning, environmental science, landscape architecture, or in a professional discipline pertinent to the job function, combined with relevant experience, or an equivalent combination of education and experience.
2. Extensive experience, skills and ability to motivate, lead, supervise and develop a diverse team of professional staff, and to contribute to the work program of the management team.
3. Extensive experience and knowledge of the City’s environmental planning initiatives, planning processes and associated municipal issues.
4. Extensive experience in the effective delivery of complex assignments from inception through to implementation involving multiple stakeholders, with minimal direction, while balancing stakeholder, political and community interests.
5. Ability to use critical thinking and analysis to develop creative solutions to complex problems.
6. A strong commitment to city building, including the ability to lead change, be flexible, responsive, critical and innovative.
