This opportunity entails being responsible for managing assigned project(s) in security management and threat analysis throughout their full lifecycle including developing the scope and technical sections of proposal and procurement documents to participating in contract negotiations and overseeing the delivery of the project plan to successfully accomplish HNTB’s 4 for 4 performance: delivery of quality work, on time, on budget and to the client’s satisfaction on every project. This position proactively manages the budget, schedule, technical requirements, contractual obligations, and client communications in support of the project’s objectives. Delivers high level technical tasks in area of discipline while managing and reviewing project documents and reports. The Technical Project Manager I typically manages project team(s) for one or more strategic (<$1M) projects or may lead and/or work as a discipline lead on a mini-mega ($1M to <$5M) project management team.
The selected candidate for this position will provide both complex level technical and operational support for client services relating to all aspects of transit/rail/port/aviation security. Position calls for project oversight of multiple projects including scope, schedules, and budgets, contractual obligations, and client communications in support of the project’s objectives to support the Senior Technical Advisor of Safety & Security. Assists with collection of open-source intelligence, data collection, and threat development, for the delivery of time sensitive strategic security tactics for transit system protection.
Provides security oversight, including the implementation of all applicable system security programs, plans and requirements through the construction and operating phases of the project. Responsible for conducting Threat, Vulnerability & Risk Assessments (TVRAs) and Design Basis of Threats (DBT) reports. Experienced in supporting and executing processes and activities to include the development of detailed TVRA and DBT reports, Site Security Plans, Crime Prevention Through Environmental Design (CPTED) analysis, and mitigation strategies.
As Project Manager for Security Management, you will:
• Develop end to end Security Programs in accordance with DHS/TSA, FTA and FRA guidelines, rules and regulations
• Use expertise to provide guidance and recommendations to project managers relating to complex security activities and requirements
• Perform and make recommendations on security risk analysis for client facilities including criticality, threat and vulnerability assessments using approved DHS risk tools and HNTB risk models
• Apply knowledge of Cyber Security assessment advising the client on any potential threats and mitigations.
• Lead the development of credible design basis threats and conceptual mitigations.
• Provide system security with recommendations and related support to project design teams, including appropriate threat and vulnerability assessment analysis and participate in design reviews and meetings.
• Provide security oversight, including the implementation of all applicable system security programs, plans and requirements through the construction and operating phases of the project
• Provide leadership relating to emergency preparedness and response, prepare emergency preparedness plans for clients, and support project teams by performing emergency preparedness training to client employees
• Provide security needs analysis and gap assessment support and provide to project teams.
• Propose conceptual security improvements to meet client needs and close those gaps including the preparation of Concept of Operations (CONOPS), Operational Requirements Documents (ORD), Operational Checklists, and Consequence Management Plans.
Discipline areas may include but are not limited to transportation systems to include rail systems, aviation, bust operations, port security, facilities, law enforcement operations, sports facility venues, and similar assignments.

Please note that the pay range provided is a good faith estimate for the position at the time of posting.
