Leidos is seeking an experienced Project Manager with Multi-Cloud expertise to lead the delivery and operational oversight of a secure, scalable, government-owned, contractor-operated multi-cloud data platform supporting federal healthcare and research initiatives. The ideal candidate will have strong experience managing complex cloud modernization programs, coordinating cross-functional technical teams, and overseeing delivery within highly regulated federal environments including FISMA, FedRAMP, and Zero Trust architectures. This role requires a proactive leader capable of managing platform buildout, security compliance, operational support, stakeholder engagement, and transition activities across AWS, Azure, and Google Cloud Platform (GCP) environments.

Responsibilities Include:

  • Lead end-to-end program and project management activities for a multi-cloud data platform initiative.
  • Manage project lifecycle activities including planning, execution, monitoring, risk management, and transition support.
  • Coordinate technical teams supporting cloud infrastructure, cybersecurity, DevSecOps, data integration, analytics, and operations.
  • Provide weekly and monthly status reporting to Government stakeholders, including program health, milestones, metrics, risks, and cost updates.
  • Oversee implementation of secure cloud solutions aligned with:
    • FISMA Moderate
    • FedRAMP
    • NIST SP 800-137
    • Zero Trust Architecture principles
  • Ensure successful delivery of platform architecture documentation, data flow diagrams, integration specifications, and operational procedures.
  • Manage transition activities between incumbent and incoming operational environments.
  • Coordinate assessment and authorization (A&A) activities, including ATO package preparation and audit support.
  • Support Continuous Monitoring (ConMon) activities and operational readiness reviews.
  • Ensure adherence to SLA requirements including 99% system uptime and platform reliability objectives.
  • Oversee role-based access control (RBAC), security monitoring, audit logging, and data protection requirements.
  • Collaborate with engineering teams to support multi-cloud infrastructure provisioning, scalability planning, and operational support.
  • Manage vendor coordination, subcontractor oversight, and stakeholder communication across technical and business teams.
  • Support Agile project delivery methodologies and maintain project artifacts including:
    • Work breakdown structures (WBS)
    • Project schedules
    • Risk and issue logs
    • Status dashboards
    • Resource planning documentation

Requirements:

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, Business, or related field with 8+ years of experience managing large-scale IT or cloud modernization programs.
  • 5+ years of experience managing multi-cloud environments (AWS, Azure, GCP).
  • Requires ability to obtain a Public Trust Clearance
  • Experience supporting Federal Government programs and compliance frameworks.
  • Strong understanding of:
    • Cloud infrastructure and platform operations
    • Cybersecurity and compliance
    • Data platforms and analytics environments
    • DevSecOps methodologies
    • Identity and Access Management (IAM)
  • Experience leading cross-functional technical and operational teams.
  • Experience managing projects in Agile and/or hybrid delivery environments.
  • Excellent communication, presentation, and stakeholder management skills.
  • Strong leadership and organizational skills
  • Ability to manage multiple priorities in fast-paced environments
  • Strong analytical and problem-solving abilities
  • Excellent client-facing communication skills

Preferred Qualifications:

  • Experience supporting healthcare, CMS, NIH, or federal research data environments.
  • PMP Certification.
  • Agile/Scrum certification (CSM, SAFe, PMI-ACP, etc.).
  • Knowledge in Encryption and FIPS 140-validated controls
  • Knowledge in RBAC and Zero Trust security models
  • Cloud certifications such as:
    • AWS Certified Solutions Architect
    • Microsoft Azure Solutions Architect
    • Google Professional Cloud Architect
  • Familiarity with:
    • Data lakehouse architectures
    • Secure virtual desktop environments
    • Continuous monitoring tools
    • Automated compliance and security monitoring solutions

Pay Range:

Pay Range $92,300.00 - $166,850.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
