About this position: Project Manager, Medical Construction Location – Huntsville, AL

Essential Duties & Responsibilities

• Lead planning and execution of complex Federal medical construction projects from pre-construction and design through procurement, construction, commissioning, turnover, and project closeout.
• Maintain overall accountability for project performance, including safety, quality, schedule, financial results, contract compliance, customer satisfaction, and successful project delivery.
• Develop, maintain, and manage detailed CPM project schedules aligned with contractual milestones, including design, procurement, construction, outages, testing, commissioning, turnover, and closeout activities.
• Identify critical-path risks, evaluate schedule impacts, and develop and implement recovery plans when required.
• Coordinate pre-construction and design-build activities, including scope review, estimating support, design development, constructability reviews, procurement planning, and transition from proposal to project execution.
• Lead coordination with the Designer of Record, subcontractors, vendors, commissioning personnel, Government technical reviewers, facility personnel, and other project stakeholders.
• Direct subcontractors, vendors, and project staff to ensure work is performed safely, on schedule, within budget, and in compliance with contract requirements.
• Manage subcontractor procurement, scope development, buyout, performance, change management, coordination, and closeout.
• Manage project budgets, cost tracking, commitments, forecasting, pay applications, change management, and other financial controls necessary to maintain project financial performance.
• Oversee project documentation and federal contract administration, including RMS/QCS, submittals, RFIs, design reviews, change orders, reporting, pay applications, quality control documentation, and Government deliverables.
• Serve as a primary management-level point of contact with Contracting Officers, CORs, USACE personnel, DHA representatives, facility managers, designers, medical stakeholders, and other Government representatives.
• Lead construction activities within occupied healthcare and mission-critical environments, including phased construction, outage planning, infection-control coordination, Interim Life Safety Measures (ILSM), temporary conditions, and maintenance of ongoing facility operations.
• Coordinate mechanical, electrical, BAS/controls, life-safety, medical support systems, and other technically complex scopes associated with healthcare construction.
• Ensure project execution complies with applicable contract requirements, UFC criteria, NFPA requirements, healthcare standards, DHA requirements, and facility-specific procedures.
• Lead project meetings and maintain consistent communication and accountability among Government representatives, clients, designers, subcontractors, vendors, facility personnel, and internal stakeholders.
• Identify contractual, financial, schedule, technical, safety, and operational risks and implement appropriate mitigation strategies.
• Supervise, mentor, and provide leadership to assigned project personnel.
• Support estimating, proposal development, and opportunity pursuit activities as needed.
• Perform other duties as assigned

Required (Minimum Necessary) Qualifications

• Education Requirements: Bachelor’s degree in engineering, Construction Management, or a related discipline preferred. Equivalent senior-level federal construction experience may be considered in lieu of a degree.
• Level of Experience Requirements: 10+years’ experience as a project manager in healthcare design and construction. Must have supervisory experience in Government work and demonstrate healthcare alteration/construction experience from commencement of design through project closeout.
• Demonstrated experience serving as the lead Project Manager on at least one complex federal design-build project valued at $20 million or greater.
• Demonstrated experience managing construction in an occupied hospital, medical treatment facility, laboratory, or other mission-critical 24/7 environment, including outage planning, infection control, life-safety coordination, phased construction, and maintenance of ongoing facility operations.
• Strong working knowledge of USACE project administration and federal construction processes, including RMS/QCS, submittals, RFIs, design reviews, change management, CPM scheduling, pay applications, quality control, and federal contract documentation.
• Demonstrated experience managing design-build projects, including coordination of the Designer of Record, subcontractors, BAS/controls integrators, commissioning personnel, and Government technical reviewers.
• Experience developing and managing project schedules using Primavera P6 or equivalent CPM scheduling software, including management of critical-path, design, procurement, construction, testing, commissioning, and closeout activities.
• Demonstrated experience managing project budgets, cost forecasting, subcontract commitments, change management, pay applications, and project cost controls.
• Ability to obtain and maintain all required credentials, badging, access, and other requirements necessary to perform work at a DoD medical installation.
• Valid driver’s license and ability to access project sites as required.
• Ability to travel as required to support project requirements.

• Strong understanding of construction in occupied healthcare and mission-critical environments, including the operational impacts of outages, infection-control requirements, life-safety measures, phasing, and temporary conditions.
• Ability to analyze CPM schedules, identify critical-path and procurement risks, evaluate schedule impacts, and implement corrective or recovery actions.
• Strong financial management skills, including budgeting, forecasting, cost tracking, change management, subcontract management, and evaluation of project financial performance.
• Strong written and verbal communication skills with the ability to effectively interact with Government representatives, medical and facility stakeholders, designers, subcontractors, vendors, and internal leadership.
• Strong negotiation, problem-solving, and decision-making skills with the ability to resolve complex project issues and maintain forward progress.
• Strong organizational and documentation-management skills with demonstrated attention to contractual requirements, deadlines, and project records.
• Proficiency with RMS/QCS, Primavera P6 or equivalent CPM scheduling software, Microsoft Office, and applicable construction/project management platforms.
• Demonstrated professionalism, integrity, accountability, and sound judgment.
• Ability to operate effectively in a team-oriented environment while maintaining clear individual accountability for project outcomes.

Preferred

• Experience successfully managing federal construction projects in the $30 million–$50 million range.
• Direct project management experience with DHA hospitals, military medical treatment facilities, outpatient clinics, laboratories, or similar federal healthcare facilities.
• Experience managing large, technically complex HVAC and mechanical renovation projects within occupied facilities.
• Experience with medical gas systems, BAS/controls integration, life-safety systems, central utility systems, and other critical healthcare infrastructure.
• Working knowledge of Infection Control Risk Assessments (ICRA), Interim Life Safety Measures (ILSM), Joint Commission requirements, and healthcare-specific construction protocols.
• Experience managing federal IDIQ/MATOC task orders and projects administered by USACE or other DoD contracting organizations.
• Direct involvement with commissioning, Test and Balance (TAB), controls integration, system startup, and turnover of complex mechanical and building systems.
• Experience managing projects involving significant phasing, shutdowns, temporary systems, or construction activities requiring continuous coordination with facility operations.
• Project Management Professional (PMP) certification.
• OSHA 30 certification.

Work Environment

Physical Setting: Work may occur in a combination of office environments and active construction sites. Site visits may require adherence to construction safety protocols and the use of appropriate personal protective equipment when required.

Schedule and Flexibility: Full-time position, typically Monday through Friday during standard business hours. Additional hours may be required based on project demands or deadlines. Travel up to 25% within CONUS may be required to support project activities.

Other Pertinent Work Details: This role may support multiple concurrent projects and requires coordination with internal teams, subcontractors, vendors, and clients across different project locations.

Additional Qualifying Factors
