  • Salary commencing at $64.87 per hour, plus 12% superannuation, commensurate with skills and experience.

The Opportunity

Moonee Valley City Council is seeking an experienced Project Manager to lead the review, development, adoption and implementation of Council’s new Local Law and associated framework. This is a high-impact role that will shape Council’s regulatory approach, strengthen governance and compliance outcomes, and ensure the Local Law reflects contemporary best practice and community expectations.

Working within the City Safety and Amenity department, you will lead a complex, organisation-wide program of work that includes legislative review, stakeholder and community consultation, policy development, Council reporting, and implementation planning.

Key Responsibilities

  • Lead the end-to-end review, development, adoption and implementation of Council’s new Local Law and associated documentation, ensuring it is contemporary, enforceable and aligned with Council objectives.
  • Ensure compliance with the Local Government Act 2020, Ministerial Guidelines and other relevant legislative and regulatory frameworks.
  • Identify, assess and manage legal, operational, financial and reputational risks associated with Local Law reform.
  • Provide high-level strategic advice and prepare Council reports, briefs and recommendations for Executive Management and Councillors.
  • Design and lead stakeholder and community consultation processes, managing complex and sensitive issues effectively.
  • Act as Project Lead, managing scope, timelines, resources, risks and reporting requirements across cross-organisational teams.
  • Oversee implementation planning, including development of procedures, training, communications and readiness activities.
  • Support transition to business-as-usual operations and drive continuous improvement following adoption of the Local Law.
  • Collaborate across Council and provide professional leadership in line with organisational values.
  • Maintain up-to-date knowledge of Local Laws and regulatory best practice within local government.

Skills & Experience

You will bring demonstrated experience leading complex regulatory, legislative or policy projects within a local government or comparable public sector environment, with a strong track record in managing end-to-end project delivery from planning and consultation through to implementation and evaluation. You will have highly developed knowledge of governance frameworks, legislative compliance and risk management, alongside proven capability in stakeholder engagement, particularly in managing sensitive or contested community issues. Your communication skills will be exceptional, with the ability to produce high-quality reports, briefings and strategic advice for senior leadership and elected representatives. You will also demonstrate strong analytical and problem-solving ability, with a capacity to interpret complex information and develop practical, evidence-based recommendations. Tertiary qualifications in law, public administration, governance, policy, project management or a related discipline are highly desirable, as is experience in local laws, compliance or regulatory services.
