The platform leverages knowledge graphs and semantic technologies to manage, publish, and disseminate national legislation. The ecosystem is built on a domain-specific ontology aligned with the European Legislation Identifier (ELI) standard, with data stored in RDF knowledge graphs, served via SPARQL endpoints, indexed by Elasticsearch, and presented through Angular-based front-ends. The same architecture has been successfully deployed for other European government clients, making the role inherently multi-client and cross-country.
As Project Manager for the legislative applications suite, you will be responsible for coordinating the development, delivery, and continuous improvement of the platform. You will serve as the primary point of contact between the Cognizone development team and the client institution.
•Manage the project lifecycle for all applications in the suite, including planning, execution, release management, and client handover.
•Coordinate and lead regular meetings with the client, translating requirements into actionable user stories and sprint backlogs.
•Drive sprint planning, estimation sessions, and release preparation (including multilingual release notes).
•Manage on-call support rotations for production environments.
•Track and manage project budgets, timelines, and resource allocation.
•Contribute to R&D reporting for experimental development initiatives.
•Coordinate accessibility audits, SEO improvements, UX research, and integration testing.
•Ensure proper documentation and knowledge transfer across team members.
•3+ years of experience in IT project management, ideally in agile environments (Scrum/Kanban).
•Fluent in English & French.
•Experience working with public sector or institutional clients.
•Strong stakeholder management and communication skills.
•Ability to write clear functional specifications and user stories.
•Familiarity with software development lifecycles and technical project coordination.
•Knowledge of semantic technologies, RDF, SPARQL, or knowledge graphs.
•Experience with legislative or legal technology projects.
•Familiarity with Elasticsearch, Angular, Java/Spring ecosystems.
•German language skills (for multilingual deliverables and cross-country coordination).
•Experience with Linked Open Data, the ELI standard, or Akoma Ntoso XML.
•PM2, PRINCE2, or equivalent project management certification.
