Project Manager (Key Personnel / Exempt for Reef Systems)


The Project Manager (PM) serves as the primary on-site technical manager and liaison between the contractor staff and the USTDA Contracting Officer (CO) and Contracting Officer’s Representative (COR). The PM has full authority to act on behalf of the contractor for all daily operations, contract compliance, quality control, and personnel oversight.

Core Responsibilities
  • Contract & Program Management: Oversee the delivery of all administrative, records management, FOIA, and conference center support tasks across the contract. Ensure all deliverables (Weekly Status Reports, IRC Manual, Quality Control Plan) are factually accurate, clear, and submitted on schedule.
  • Personnel Oversight & Cross-Training: Manage and schedule all contractor personnel. Implement a mandatory cross-training program to ensure seamless coverage of the reception desks, mailroom, and IT/AV support during absences.
  • Quality Control: Execute and maintain the contract Quality Control Plan to identify, document, resolve, and prevent recurring process discrepancies or performance deficiencies.
  • Process Improvement: Partner with agency leadership to analyze internal workflows, develop process maps, and implement efficiency changes in support of USTDA's administrative and operational functions.
  • Event & Technical Support: Provide on-site technical and troubleshooting support for Audio-Visual (AV) equipment during high-level meetings, training sessions, and delegation events.


Minimum Qualifications
  • Education: College degree required (Business, Management, or a related field preferred).
  • Experience: Minimum of 15 years of relevant work experience in administrative services (office management, records management, procurement, or HR support).
  • Technical Skills: Proficient in project planning, scheduling, budgeting, risk management, and data analysis software.
  • Clearance: U.S. Citizenship with the ability to obtain and maintain a SECRET security clearance.
