The Asset Management Branch is responsible for the cost-effective management of the City’s $20 billion public works infrastructure assets, carrying out or overseeing the provision of planning, analysis and needs evaluation specifications, and Request for Proposal (RFP) development, evaluation and selection.

You are responsible for assessing and commenting on proposed stormwater management (SWM) systems in development applications that will become City of Ottawa assets. SWM systems may include but are not limited to wet ponds, dry ponds, wetlands, low impact development techniques, quality control structures and techniques, dual drainage systems, major overland flow routes, hydraulic grade lines, etc. Knowledge and experience in hydrology, hydraulics, and stormwater management models are assets. You will collaborate with various planning, asset management, and operational groups within the City and on occasion external agencies like conservation authorities and provincial and federal governments. Knowledge in applicable computer modeling tools is an asset and includes, but is not limited to, understanding data requirements, predictive modeling techniques, modeling sensitivities, and results interpretation.

You will also be responsible for coordinating and ensuring compliance with City of Ottawa’s Consolidated Linear Infrastructure Environmental Compliance Approvals (CLI ECAs) for both sanitary infrastructure and stormwater management systems. You will organize and collaborate on various CLI ECA tasks and projects with cross departmental teams composed of City groups, who plan, approve, construct, inspect, and maintain these City assets, to ensure the City of Ottawa is in compliance with the Ministry of the Environment, Conservation and Parks (MECP) approved CLI ECAs. You will interpret provincial legislation, regulations and guidelines. You will be part of the team that coordinates communications between the MECP and the City and works to resolve all related corporate coordination and compliance issues.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in engineering or geoscience

Minimum of 5 years of experience in both water resources and municipal engineering

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) OR Registered Professional Geoscientist (P.Geo.) with Professional Geoscientists Ontario (PGO)

KNOWLEDGE

  • Water (ground and surface sources), wastewater, and stormwater systems
  • Best management practices for stormwater management
  • General design and construction practices in the Province of Ontario
  • Budgetary, scheduling and cash flow procedures
  • Operational philosophy associated with water and wastewater facilities
  • Hydraulic computer models for the water and wastewater
  • Demand management strategies
  • Wet weather flow issues related to sanitary systems
  • The Environmental Assessment Act, the Planning Act, the Water Resources Act and the Conservation Authorities Act
  • Applicable legislation and practices governing water/wastewater /stormwater infrastructure growth planning, rehabilitation planning, approvals processes and design
  • Public consultation processes
  • Project management principles
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

Desirable Qualifications:

  • Expert knowledge in an applicable technical specialty (i.e. hydrology, hydraulics, computer modeling, stormwater management, design, project management, etc.) as demonstrated by advanced academic qualifications or significant direct experience

  • Data management including collection, maintenance and assessment
  • Use of GIS
  • Use of computers and hydraulic models related to planning of water and wastewater systems
  • Ability to work as an effective leader/team member in a multi-disciplinary technical environment
  • Manage personal workloads effectively to achieve objectives within time constraints
  • Good interpersonal skills; able to work effectively with others in possibly confrontational situations
  • Undertakes work in a thorough, reproducible, documented manner
