Job Description

Central Health is seeking a motivated, detail-oriented Construction Manager I to join our team. This entry-to-mid level role is an excellent opportunity for a construction professional who is eager to grow within a purpose-driven healthcare organization and leverage technology to deliver projects efficiently and compliantly.

Central Health’s primary responsibility is to build and maintain a network of health care providers for Medical Access Program members and residents with low income and no health insurance. We partner with clinics, hospitals, and health organizations, ensuring Medical Access Program members have access to a robust set of benefits, including primary care, specialty care, behavioral health and dental care, currently at 175 locations. Central Health recently began the direct care for our patient population in specific areas and looks to expand this care provision at new and renovated clinic sites throughout Travis County.

The Construction Project Manager I is responsible for implementing projects that advance Central Health’s Board of Managers’ strategic healthcare initiatives, including the planning, coordination, and execution of construction and renovation efforts across the system. Under the guidance of senior staff, this individual will assist in managing contractors, tracking budgets and schedules, maintaining compliance with healthcare construction regulations (FGI Guidelines, TDH requirements), and ensuring that all work meets Central Health's quality and safety standards.

A key component of this role is effective use of construction management software, digital collaboration platforms, and data tools to maintain project transparency, ensure compliance, produce accurate reports and deliver projects on time and on budget in an active healthcare environment.

This position is considered Hybrid, which means that individuals in this position may work both at an approved Offsite location and Onsite at a primary location or multiple locations based on Business Needs.

Responsibilities

Essential Duties:Project Coordination & Oversight:

  • Lead project initiation based on stakeholder needs, including development of scope, plans, schedules, budgets, procurement strategy, contractor selection, bidding, constructability reviews, specifications, and contract documentation.
  • Assist in managing construction, renovation, and tenant improvement projects across the Central Health system.
  • Develop, monitor, and adjust project schedules to ensure timely delivery, incorporating input from technical and project teams.
  • Manage scope changes in coordination with leadership and stakeholders.
  • Develop a capital budget by implementing Central Health budget model, including cash flow modeling, and track financial performance throughout the project lifecycle.
  • Collaborate with architects, engineers, and regulatory bodies to ensure compliance with project requirements, safety standards, and applicable codes e.g., TJC (The Joint Commission), CMS (Centers for Medicare & Medicaid Services), Texas Department of State Health Services, and the Americans with Disabilities Act (ADA).
  • Oversee procurement, contracting, and coordination of vendors, including medical equipment and FF&E (furniture, fixtures, and equipment).
  • Ensure adherence to safety and infection control protocols across all construction and installation activities within healthcare environments.
  • Monitor on-site construction activities, documenting progress through site visits, reports, and photo logs and field reports.
  • Review and manage submittals, RFIs (Requests for Information), and change orders, ensuring timely coordination and resolution with project teams.
  • Participate in owner-architect-contractor (OAC) meetings, maintaining meeting minutes and tracking action items.
  • Evaluate contractor pay applications against verified progress and project milestones.
  • Negotiate contracts and proactively resolve project issues in alignment with organizational goals.

Healthcare Compliance & Safety:

  • Ensure all construction activities comply with applicable codes including FGI Guidelines for Design and Construction of Hospitals and Outpatient Facilities, NFPA 101, and local AHJ requirements.
  • Coordinate Infection Control Risk Assessments (ICRA) and Interim Life Safety Measures (ILSM) for projects in or adjacent to occupied clinical spaces.
  • Support TJC, OSHA, and Texas HHSC compliance documentation and reporting as required.
  • Communicate project impacts to clinical and facilities operations staff; maintain safe patient and staff environments throughout construction.

Budget & Schedule Management:

  • Maintain up-to-date project cost logs, budget trackers, and commitment registers using the organization's project management platform.
  • Identify and escalate potential schedule delays or cost variances to senior staff promptly.
  • Assist in developing and updating project schedules using scheduling software; track milestone completion.
  • Support contract administration including review of purchase orders, vendor agreements, and professional service authorizations.

Documentation & Reporting:

  • Maintain complete and organized project files — drawings, specifications, permits, correspondence, closeout documents — in the department's document management system.
  • Prepare regular project status reports for leadership, including budget-to-actual summaries, schedule progress, and outstanding action items.
  • Coordinate collection of record drawings, O&M manuals, warranties, and as-builts at project closeout.
  • Assist with development of project lessons learned and post-occupancy evaluations.

Technology & Software:

  • Proficiency Procore - Primary project management platform for RFIs, submittals, drawings, daily logs, and financial management
  • Bluebeam Revu - Markups, drawing review, punch lists, and PDF-based plan collaboration
  • Microsoft Project / P6 - Project scheduling, milestone tracking, and critical path analysis
  • Microsoft 365 Suite - Word, Excel (cost tracking, budget models), PowerPoint (executive reports), Teams (communications), SharePoint (document library)
  • Power BI / Tableau - Project portfolio dashboards and KPI reporting to leadership
  • DocuSign / Adobe Acrobat Sign - Digital contract and permit document execution
  • Smartsheet - Action item tracking, meeting logs, and project intake workflows
  • Zoom / Microsoft Teams - Virtual OAC meetings, remote inspections, and stakeholder coordination

Work Environment & Physical Requirements :

  • Hybrid-eligible office environment with regular site visits to active construction zones — personal protective equipment (PPE) required on-site.
  • Ability to walk, stand, and navigate construction sites, including climbing ladders and traversing uneven terrain.
  • Occasional lifting of up to 25 lbs (drawings, material samples, equipment).
  • Must be able to work a standard 40-hour week with occasional evening or weekend availability during critical project milestones.
  • Local travel between Central Health sites and project locations within Travis County (~20%).

Qualifications

Minimum Education:

  • Bachelor's degree in architecture, engineering, construction sciences, or related field required
  • Associates Degree (higher degree accepted) with 10 years of relevant project coordination experience.

Minimum Experience:

  • 1–3 years of experience in construction project management, owner's representative work, or related facilities/project coordination roles.
  • Demonstrated experience managing complex, cross functional projects through the full lifecycle — initiation, design, construction, and closeout.
  • Working knowledge of construction documents, plans, specifications, and standard project delivery models (design-bid-build, CM-at-Risk).
  • Experience developing project plans, budgets, schedules, and risk mitigation strategies.

Preferred Experience:

  • Exposure to healthcare or institutional construction (hospitals, clinics, government facilities).
  • Experience with Procore, Bluebeam, or comparable construction management information systems (CMIS).
  • Familiarity with FGI Guidelines, ICRA/ILSM protocols, or infection control in occupied healthcare facilities.
  • Working knowledge of scheduling software (Microsoft Project, Primavera P6).
  • Experience with capital budget development, cash flow modeling, and financial reporting.
  • 5 years Experience in complex, cross-functional/cross organizational project management.
  • 5 years Experience developing project plans, assessing, and allocating resources, tracking progress, monitoring project budgets, assessing, and mitigating risk to project completion and preparing project/reports, documentation throughout life cycle of project.
  • 5 years or more managing construction projects in the healthcare industry

Preferred Licenses and Certifications:

  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM)
  • Construction Manager in Training (CMIT) or Certified Construction Manager (CCM)
  • LEED AP or equivalent sustainability credential

Required Licenses and Certifications:

  • Valid Texas driver's license and ability to travel between Central Health facilities within Travis County.
  • OSHA 10 or OSHA 30 certification
