Job title: Project Manager, Health Innovation and Technology Assessment

Status: Full-Time Permanent

Salary Range: $93,422.14 - $121, 355.94

Bargaining unit: AMAPCEO

Hours of work: Monday to Friday, 36.25 weekly hours

The Health Innovation Pathway (HIP) brings promising innovations into the health system, improving patient outcomes, driving economic growth and helping Ontario’s health system reach its full potential. It is designed to accelerate the adoption of new technologies that can improve patient care. The pathway connects the dots for end-to-end innovation adoption in Ontario, creating a single window to introduce new solutions and giving health service providers the tools they need to improve care.

The program includes the Health Technology Assessment program at Ontario Health and has built upon that program to include a concierge service that will act as a single point of contact to provide navigational and advisory supports, as well as implementation planning and adoption for new technologies.

Under the direction of the Director, Health Innovation and Technology Assessment, the Project Manager will oversee project level activities as well as aspects of planning, implementation, and evaluation of HIP. They will also be responsible for engaging with OH programs, regions, Ministry of Health (MOH), external partners and relevant ministries and agencies. A strong collaborative working relationship with the leadership teams across Ontario Health is essential.

The Project Manager is an integral member of the Health Innovation Pathway program and plays a key leadership role in ensuring that the team achieves its objectives and its annual commitments to the Ministry of Health.

This incumbent manages complex, multi-workstream projects to an acceptable level of risk by balancing scope, time, cost and quality while maintaining a positive environment that promotes individual development and high-performance standards.

Here is what you will be doing:

• Manages projects of high priority, complexity and long-term duration with provincial scope for the Health Innovation Pathway including managing all applications to the pathway throughout their lifecycle.
• Manages multiple projects concurrently.
• Pulls diverse internal and external interdisciplinary groups together, emphasizing interdependence, shared overall objectives, and the need for combined skills.
• Promotes a team environment to foster high levels of engagement and morale.
• Monitors all project deliverables to ensure successful delivery within the constraints of scope, schedule, cost and quality.
• Leads complex interdependencies between projects and key partners.
• Conducts regularly scheduled status reviews, provides business guidance, identifies deviations to work plan and implements corrective action.
• Develops and presents material for review and informational purposes using excellent written, verbal, and graphical communications skills, with ability to express complex concepts effectively.
• Be the key interface with Managers, Directors, executives and internal and external stakeholders.
• Demonstrates exceptional tactical and critical strategic thinking.
• Performs cross-functional and/or other duties consistent with the job classification, as assigned or requested.
• Creates new or improves existing project and portfolio management standards (including processes and tools).

Here is what you will need to be successful:

Education and Experience

• A Master’s Degree in Health Sciences; Health Administration, Business Administration or related field is an asset; an undergraduate Degree in Health Sciences, Health Administration, Business Administration or related field is required.
• Project Management certification is an asset.
• 5-8 years of relevant Project Management experience leading projects in a healthcare environment is required including managing medium to large projects/programs with progressively increasing scale and scope of execution authority.
• Experience working with clinical experts, technical teams, and healthcare administrators.
• Demonstrated success working in matrixed management structures and engaging diverse stakeholder groups to achieve organizational goals.
• Strong understanding of the healthcare sector and experience working within healthcare system environments.

Knowledge and Skills

• Strong planning and project management skills.
• Experience in change management, process development and business/project management operations is preferred.
• Ability to successfully execute multiple large-scale, complex, high-risk projects.
• Ability to lead staff in a project environment.
• Collaborative leadership style with the ability to work in a multi-disciplinary team environment.
• Ability to communicate effectively with senior management, clinicians; external healthcare organizations, and customers/vendors.
• Ability to develop relationships with key stakeholders to establish trust, credibility and respect.
• Must be passionate about leadership, organizational health, culture, values and team development.
• Demonstrated ability to manage multiple tasks simultaneously in a hands-on manner, adjusting to issues as needed in a dynamic work environment.
• Ability to prioritize and effectively anticipate and respond to issues as they arise.
• Strong analytical and problem-solving skills, evaluate alternatives, find solutions, and make decisions.
• Excellent presentation and facilitation skills.
• Ability to distill complex concepts by providing clarity to an executive level audience.
• Advanced knowledge of Microsoft Word, PowerPoint, Project, Visio and Excel.
