Project Manager (Expert) – Public Sector & Digital Transformation

Workload: ~60% (Part-time)
About the Role
We are looking for an experienced Project Manager (Expert) to support large-scale digital transformation initiatives within the public sector
In this role, you will lead complex projects focused on improving data exchange, reporting, and digital services, while working closely with local authorities, stakeholders, and cross-functional teams. You will also play a key role in coaching and strengthening business analysis practices within the team.
Key Responsibilities
Lead the end-to-end analysis and delivery of complex digital initiatives
Structure and define project scope, priorities, and strategic roadmaps
Facilitate workshops and stakeholder interviews to gather requirements
Translate business needs into clear deliverables (requirements, decision documents, frameworks)
Ensure alignment with architectural principles such as scalability, interoperability, and reusability
Monitor project progress, risks, and dependencies
Provide clear reporting to stakeholders and program leadership
Coach and support business analysts, ensuring quality and consistency
Collaborate with local authorities, partners, and vendors
Required Skills & Experience
Core Experience
Minimum 8+ years of experience as a Project Manager in infrastructure or development projects

10+ years of experience in the public sector (mandatory)
Strong experience in digital transformation initiatives
Proven expertise in project management methodologies (PRINCE2, PMBOK, etc.)
Ability to transfer expert knowledge and mentor team members
Project & Process Expertise
Strong experience with:

Project planning and governance
Hands-on experience with:

MS Project

MS Office (PowerPoint, Excel)
Solid understanding of ITIL frameworks
Stakeholder & Domain Experience
Experience working with local government or public administration (preferred)
Strong stakeholder management across multi-level organizations
Experience with vendor/supplier management (preferred)
Familiarity with data exchange platforms (e.g., Magda) is a plus
Language Requirement
Fluent in Dutch (CEFR Level C2 – mandatory)
