Project Manager / Estimator – Asphalt Paving & Civil Construction – Tulsa, OK

A growing heavy civil / asphalt paving contractor is seeking a motivated Project Manager / Estimator to support and oversee asphalt paving and roadway construction projects. This role is ideal for someone who is hands-on, field-oriented, and looking to continue developing their career in project management, estimating, and construction operations.

This position will work closely with field crews, superintendents, and leadership to help manage active projects, coordinate day-to-day operations, support bidding activities, and ensure successful project execution from start to finish.

The ideal candidate does not need to be a polished senior estimator today. The company is open to someone who is hungry, coachable, organized, and willing to grow into broader responsibilities over time.

Key Responsibilities

• Manage and support multiple asphalt paving and civil construction projects from startup through completion
• Coordinate closely with superintendents and foremen to ensure projects remain on schedule and within budget
• Spend significant time in the field monitoring production, progress, quality, and jobsite coordination
• Maintain communication with general contractors, owners, subcontractors, and vendors
• Assist with project documentation including schedules, daily reporting, job costing, change orders, and project updates
• Support procurement of materials, trucking, subcontractors, and equipment as needed
• Participate in project meetings and maintain strong client relationships
• Assist with bidding and estimating activities for paving and civil work
• Learn estimating processes, takeoffs, and pricing as experience develops
• Support business development efforts and help maintain relationships with existing and prospective clients
• Help identify and resolve project issues proactively to keep projects moving efficiently
• Ensure projects are executed safely, professionally, and to company quality standards

Position Responsibilities and Duties

• Initiate and maintain strong working relationships with clients, general contractors, and subcontractors
• Oversee and provide direction to field personnel throughout project execution
• Work closely with superintendents and foremen to organize and direct construction activities
• Establish project objectives, procedures, and performance expectations
• Monitor project progress and costs to ensure projects stay on track financially and operationally
• Investigate potential concerns and implement corrective actions when necessary
• Represent the company in project and strategy meetings
• Work alongside administrative staff to manage project financials and contract execution
• Interpret plans, specifications, and contract requirements
• Maintain updated project schedules, reports, and progress tracking
• Coordinate manpower and project resources across multiple jobsites
• Assist in developing long-term relationships within the subcontractor and client community

Job Control & Execution

• Ensure projects are managed to maximize customer satisfaction
• Maintain project quality standards throughout execution
• Assist in managing punch list completion and closeout activities
• Support change order management and project documentation
• Maintain responsive communication with clients, vendors, and internal teams
• Proactively monitor schedules and production activities
• Assist project staff in resolving scope and coordination issues

Qualifications

• 3–7+ years of experience in asphalt paving, heavy civil construction, roadway, grading, underground utilities, or related construction fields
• Experience working around asphalt crews, paving operations, sitework, earthmoving, concrete, or underground utilities strongly preferred
• Willingness to spend substantial time in the field supporting operations
• Strong organizational and communication skills
• Self-motivated with a strong work ethic and willingness to learn
• Ability to manage multiple responsibilities and priorities simultaneously
• Comfortable working in a fast-paced construction environment
• Experience with Microsoft Office required; Microsoft Project experience preferred
• Estimating experience is a plus, but the company is willing to help develop the right individual
• Leadership potential and long-term growth mindset preferred
