Job Title: Project Manager, Contract and Vendor Management Work Arrangement: On-site Location: Montpelier, Vermont Employment Type: W-2 Engagement Type: Contract, up to one year, anticipated start November 1, 2026, with possible extension Final Interview: Client interview by phone or in person, if requested Position Summary Dhaka Technologies Limited Company is hiring a Project Manager, Contract and Vendor Management, on behalf of a state government client. The client is running a multi-year modernization of its child welfare and youth justice information system (CCWIS). This role advises the client's vendor management, program, and procurement teams from vendor selection through contract signing. The project manager leads negotiations with the selected system vendor, finalizes the contract and service level agreement, and builds the performance monitoring framework that will hold the vendor accountable through delivery. This is an on-site position in Vermont. Key Responsibilities Lead contract negotiations with the selected system vendor through to an executed contract and service level agreement. Finalize the vendor contract and SLA and present them to client leadership for final review. Deliver a contract plan and schedule covering scope, roles, milestones, risks, communication plan, and required approvals through contract execution. Review contract drafts and advise state teams on structure, scope, and performance expectations, consistent with state standards. Define and implement SLAs, KPIs, and a performance monitoring framework tailored to the modernization project. Identify, log, and help mitigate risks in contract terms, including compliance with state and federal funding requirements. Facilitate collaboration among program leadership, procurement teams, project teams, and legal advisors so contract terms are clear and enforceable. Develop vendor performance reports and risk mitigation recommendations. Customize corrective and preventive action plan templates and provide advisory notes on compliance. Develop guidance for state teams on contract and vendor management practices, including vendor onboarding and offboarding. Prepare monthly status reports and a final executive review with recommendations on contract reviews, amendments, and renewals. Requirements Required: 10 or more years of experience in IT contract development, negotiation, and vendor management, including serving as lead negotiator on large system implementation or software contracts. Experience supporting state or local government IT procurements, including contracts subject to federal funding requirements. Demonstrated experience writing SLAs, KPIs, performance measures, and vendor performance reports. Experience identifying and mitigating contract risk and developing corrective action plans. Proven ability to work with executives, procurement staff, project managers, and legal counsel, and to produce executive-level written deliverables. Proficiency with Microsoft 365, SharePoint, Teams, Azure DevOps, and DocuSign. Bachelor's degree in business, public administration, information technology, law, or a related field. Must be authorized to work in the United States and able to work on-site in Vermont. Must pass a criminal background check, sign a non-disclosure agreement, and perform all work on client-provided systems or virtual desktop. Must have no conflict of interest with vendors of child welfare or human services systems, and must disclose any potential conflict. Preferred: Experience with CCWIS, child welfare, Medicaid, eligibility, or other federally funded human services systems. PMP certification, a Juris Doctor, or a certification such as CPCM, CFCM, or NIGP-CPP.
