The San Francisco Bay Area Rapid Transit District (BART) is seeking an experienced Project Manager, Construction, to lead key internal efforts. BART is undertaking a significant portfolio of infrastructure renewal and expansion projects, including systemwide facilities modernization, traction power and train control upgrades, station improvements, and major maintenance facility construction. This position offers the opportunity to manage complex, high-visibility public infrastructure projects that directly support safe, reliable transit service for the Bay Area.

The incumbent will manage one or more construction projects from design coordination through construction completion and closeout. This includes developing and monitoring project budgets, schedules, risk factors, overseeing contractor and consultant performance, and ensuring compliance with contract requirements and District standards. The role also involves coordinating closely with engineering, operations, and safety divisions, and serving as the primary point of contact for project stakeholders. Current priorities include aligning schedules and budgets with District capital planning goals, enforcing rigorous contract administration, and supporting safety-critical construction in an active transit environment. Coordination between design, construction, and operations remains a priority to minimize service impacts. The position also requires regular field presence, including nights and weekends, to monitor construction progress, address field conditions, and verify compliance with plans, specifications, and safety requirements. The ideal candidate will play an integral role in advancing BART's capital investment strategy while upholding the District's commitment to safety, fiscal accountability, and community service.

The most qualified candidates for this position will have highly developed competencies in the following areas, which will be reinforced with related work experience and articulated during the selection process:

• Managing construction projects in an active, operating transit or heavy civil infrastructure environment.
• Administering construction contracts, including:
• Development of scope
• Change order negotiation and claims resolution
• Reviewing BART Change Orders (CO), Change Notices (CN), and Pre-Negotiation Plans (PNP) for conformance with the RE Manual
• Coordinating design and construction activities among multiple engineering disciplines and stakeholders.
• Reviewing plans, specifications, and cost estimates for completeness and compliance with applicable codes and standards.
• Communicating effectively with technical and non-technical stakeholders, including public agencies and internal departments.
• Familiarity with BART Facility Standards (BFS) and the BART Resident Engineer Manual (Book 325) is preferred.

Examples of duties

1. Coordinates and supports project team on design and construction efforts.
2. Develops and directs the implementation of goals, objectives, policies and procedures in assigned project areas. Administers and ensures conformance to District policies and procedures.
3. Plans, organizes, assigns, reviews and evaluates the work of assigned District and contract staff; manages and directs the work of contract consultants.
4. Directs or participates in the preparation and review of designs, plans, specifications and cost estimates; ensures specifications and contract requirements comply with District standards and policies.
5. Identifies equipment or systems needs on assigned projects; evaluates functional requirements; reviews vendor and manufacturer design and specifications on project equipment and materials; coordinates equipment procurement and testing activities; oversees equipment installation.
6. Oversees contractor and consultant contracts; develops scope of work; prepares request for proposal; reviews proposals and makes recommendation on selection; assists in contract negotiation and preparation; monitors work activities to ensure compliance with contractual obligations.
7. Performs construction project management duties; prepares cost estimates; prepares and monitors project schedules and budgets; conducts field inspections as required; monitors work in progress; writes, approves, negotiates and executes contract changes; authorizes contract payments upon project completion.
8. Serves as the project liaison with other divisions, departments and outside agencies; negotiates and resolves project issues.
9. Provides responsible staff assistance for higher level management staff on projects and related matters. Provides periodic status reports on budget, schedule, and issues to various departments or entities requiring information.
10. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering design and construction.

Qualifications

Education:

Bachelor's degree in Engineering or a related field from an accredited college or university.

Experience:

Five (5) years of full-time verifiable professional in construction contracts and administration, project management or related experience.

Substitution:

Additional professional experience as outlined above may be substituted for the education on a year-for- year basis. A college degree is preferred.
