The Capital Projects Design and Delivery (CPDD) branch of Parks & Recreation Division (P&R) at the City of Toronto manages and supports the Division’s infrastructure and assets to meet the needs of diverse communities. CPDD is responsible for creating and improving high-quality facilities and amenities to ensure design excellence and sustainable operations. It collaborates with partners to plan, design, and develop parks and recreation facilities from initial concept to construction completion.
Our Project Managers in Capital Projects Design & Delivery are Architects, Landscape Architects, Architectural Technologists, or Construction Management Professionals. Reporting to district Program Managers, Project Managers are responsible for the effective management of major construction, renovation, and alteration of Parks & Recreation’s infrastructure and assets such as parks, community recreation centres, arenas and rinks, pools, sport fields and pads, playgrounds, trails, pathways, and bridges.

Major Responsibilities:
Following project management best practices and Division strategies, guidelines and manuals, you’ll work on a range of complex projects – from initiation, scoping and gathering of background information, to assisting the clients and manager in tracking the capital budget and executing the project up to warranty completion. For projects you manage or support, it will be your responsibility to ensure that all required permits and approvals are secured, stakeholders are identified and consulted, projects are on schedule and expenditures are within budget, contract payments are finalized, and quality control/quality assurance for construction are implemented.

Valued for your professional expertise, you’ll review assessments and recommendations, architectural/landscape architectural/engineering/multidisciplinary design drawings and contact specifications, engineering reports, to ensure design complies with applicable guidelines, standards, specifications, and other requirements. You will prepare analyses, justifications, and evaluations to advise on major issues and recommend best problem-solving solutions for senior management approval, where required.

Communicating with a broad range of audiences is a key strength within our multi-stakeholder environment. As a skilled communicator, you will represent the City on committees, prepare presentations for Councillors, create construction notices, complete public consultation in collaboration with our internal Engagement team, as well as manage public complaints during construction. You will negotiate claims with contractors and consultants and continuously coordinate with stakeholders on projects. This interactive role provides opportunities to showcase your interpersonal skills, as you manage key stakeholder relationships with clients, community organizations, elected official (Councillors) and political representatives, staff, consultants, contractors, and the public.
