Scope of Work:

Capio Group is looking for an experienced Project Manager to work as part of the team supporting a large-scale information technology modernization initiative to replace an approximately 30-year-old legacy system. The existing solution uses a PowerBuilder application with an Oracle database and supports the appointment and regulation of notaries public as well as the processing of Apostilles. The new solution will be a modern, cloud-based platform designed to digitize and streamline these services while supporting secure online capabilities, external integrations, Remote Online Notarization requirements, and future statutory and operational changes. The project encompasses the planning, architecture, design, development/configuration, testing, integration, data migration, implementation, training, stabilization, maintenance, and operational support of the system. The complete solution will include user interfaces, data models and databases, secure integration mechanisms and APIs, re-engineered business processes, system documentation, training materials, and ongoing support mechanisms. Project activities will involve supporting a hybrid Agile implementation delivered through multiple Program Increments, working collaboratively with client business and technical stakeholders, external partners, and other project participants.

The Project Manager will be responsible for tasks including but not limited to:

  • Execution and overall management of the team performance.
  • Managing all the resources and activities outlined in the scope of the work.
  • Managing, resolving and documenting risks and issues.
  • Managing scope, schedule, timeline, budget and Deliverables.
  • Engaging with the client Project Manager on a day-to-day basis to ensure the project receives stakeholder commitment and support.
  • Engaging with the stakeholders and executives as needed to ensure the project receives stakeholder commitment and support.
  • Providing direction to all resources to ensure that all staffing and project resource requirements are met and maintaining accountability for staff and resource performance.
  • Reporting to the client Project Director or designee.
  • Preparing, and assisting the Project Director or designee in the development of,
  • reports and presentations.
  • Identifying and bringing forward risk and issue resolution options that will provide the highest value to the client.

Mandatory Experience:

  1. Within the last ten (10) years, must have at least five (5) years of IT software development project management experience (e.g., applying project management (PM) principles, methods, techniques, and tools).
  2. Within the last ten (10) years, must have at least three (3) years combined experience as a Project Manager on one or more ***Qualifying Software Solution implementation projects.
  3. ***A Qualifying Software Solution must meet all of the following attributes:
  4. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
  5. • A solution that can accommodate at least twenty (20) internal end users;
  6. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
  7. • A solution that manages highly confidential data and Personal Identifying Information; and
  8. • A solution that provides a secure data exchange interface with external system(s).
  9. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.

Desirable Experience:

  1. Within the last ten (10) years, must have at least two (2) years of experience utilizing a scheduling tool (e.g., Microsoft Project) to plan, develop, maintain, and report on highly
  2. complex integrated master schedules and workplans.
  3. Within the last ten (10) years, must have at least two (2) years of experience as a Project Manager on a ***Qualifying Software Solution implementation for a government agency.
  4. ***A Qualifying Software Solution must meet all of the following attributes:
  5. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
  6. • A solution that can accommodate at least twenty (20) internal end users;
  7. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
  8. • A solution that manages highly confidential data and Personal Identifying Information; and
  9. • A solution that provides a secure data exchange interface with external system(s).
  10. Within the last ten (10) years, must have at least two (2) years of experience as a Project Manager utilizing an agile or hybrid agile methodology on a ***Qualifying Software Solution implementation project.
  11. ***A Qualifying Software Solution must meet all of the following attributes:
  12. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
  13. • A solution that can accommodate at least twenty (20) internal end users;
  14. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
  15. • A solution that manages highly confidential data and Personal Identifying Information; and
  16. • A solution that provides a secure data exchange interface with external system(s).
  17. Within the last ten (10) years, must have at least seven (7) years or more combined experience as a Project Manager on one or more ***Qualifying Software Solution implementation project(s).
  18. ***A Qualifying Software Solution must meet all of the following attributes:
  19. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
  20. • A solution that can accommodate at least twenty (20) internal end users;
  21. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
  22. • A solution that manages highly confidential data and Personal Identifying Information; and
  23. • A solution that provides a secure data exchange interface with external system(s).
  24. Must have at least one currently active certification from a globally recognized organization, such as Scrum.org, Project Management Institute (PMI), or Axelos. A copy of the certification is required and cannot be substituted with an experience.
