Project Manager

The Opportunity:

Serve as a program manager in the public works branch in support of the Marine Corps as part of larger Marine Corps Force Design 2030 initiatives. Maintain responsibility for the overall planning, programming, integration, and execution of facilities and infrastructure projects that advance Strategic Basing Actions across the installation. Manage project scope, schedule, cost, quality, and risk for all elements of a portfolio of concurrent facilities repair, alteration, sustainment, restoration, modernization, and military construction (MILCON) projects, and identify, manage, and communicate project risks to senior leadership. Lead and coordinate multidisciplinary teams of planners, engineers, and analysts to carry project requirements from initial planning through Initial Operational Capability (IOC) and Final Operational Capability (FOC).

Develop and maintain integrated master schedules, project programming documents, cost estimates, and performance metrics, and present program updates to government leadership through working group meetings and Commanding General level briefings. Coordinate with the Basing Action Planning Team, installation stakeholders, and United States government organizations to align priorities, de-conflict requirements, and ensure compliance with established policies and procedures. Manage stakeholder communication and expectations, resolve issues and dependencies, and provide expert program management guidance to support the installation's military mission.

You Have:

  • 5+ years of experience in program or project management

  • 5+ years of experience managing complex facilities projects within defense infrastructure or government sectors

  • 3+ years of experience in program management within a posture, modernization, or force design environment

  • Experience managing individual projects, a program of projects, project scope, schedule, cost, and risk for all elements of a project, and identifying, managing, and communicating project risks to senior leadership

  • Experience with project programming, cost estimating, and scheduling, including the preparation of project programming documents and project trackers

  • Experience coordinating and de-conflicting requirements among multiple military, federal, and civilian stakeholders

  • Knowledge of program and project management concepts, principles, and practices, including initiation, planning, execution, monitoring and control, and closeout

  • Ability to obtain a Secret clearance

  • Bachelor's degree

  • Project Management Professional (PMP) Certification

Nice If You Have:

  • Experience supporting the Marine Corps, Marine Corps Installations Pacific (MCIPAC), or other Department of War (DoW) installations outside the continental United States (OCONUS)

  • Experience with Marine Corps Force Design 2030, Expeditionary Advanced Base Operations (EABO) basing requirements, or Indo-Pacific posture planning

  • Experience with the DoW facilities programming and military construction process, including the preparation of the DD Form 1391, the standard DoW facilities project programming document

  • Experience supporting basing actions, including unit relocations, consolidations, and activations

  • Experience with project management information systems, program execution tools such as Primavera or Microsoft Project, and using an Earned Value Management System (EVMS) to manage project budgets and schedules

  • Knowledge of the planning, design, and construction life cycle for facilities normally found on military installations

  • Knowledge of the DoW acquisition process or the Defense Acquisition Workforce Improvement Act (DAWIA) framework

  • Knowledge of facilities planning installation planning, military construction, or facilities sustainment, restoration, and modernization (FSRM)

  • Secret Clearance

  • Certified Construction Manager (CCM) Certification or Professional Engineer (PE) Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $55,200.00 to $126,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
