MA’AN Development Center is an
independent Palestinian non-profit organization, established in Jerusalem in
January 1989. Relying on a human rights-based approach, community partnerships,
and active participation, MA’AN works to enhance the resilience, empowerment,
and realization of the rights of those most in need, the poor and marginalized
groups and individuals, as well as unleash their latent capacities to enhance
their active participation in sustainable development and their abilities to
respond to and recover from crises.
MA’AN
seeks to hire a competent
Project
Manager
to manage and oversee the implementation of
an
emergency WASH response project supporting Palestinians affected by the ongoing
conflict across the West Bank.
The
project aims to address urgent
Water, Sanitation and Hygiene (WASH)
needs
of newly displaced and conflict-affected populations across the West Bank
Governorates. The WASH component includes, but is not limited to, emergency
water supply, water quality monitoring, hygiene kit distributions and hygiene
promotion, emergency rehabilitation or installation of toilets, rapid needs
assessments, and rapid response to WASH alerts.
The
Project Manager will be responsible for the overall day-to-day management,
coordination, quality assurance and timely implementation of the project,
ensuring compliance with MA’AN procedures, donor requirements, humanitarian
standards and WASH Cluster guidance. The position is based at MA’AN’s Ramallah
Office and requires frequent travel to project locations across the West Bank.
Roles and Responsibilities:
·
Lead
the overall planning, implementation, monitoring and reporting of the project
across the West Bank, ensuring quality, timeliness and compliance with approved
objectives, budget, donor requirements and humanitarian standards.
·
Ensure
effective and timely response to emerging WASH needs and oversee the
implementation of project activities.
·
Maintain
close coordination with the donor, WASH Cluster and other relevant humanitarian
coordination mechanisms.
·
Monitor
project progress, budget, risks and results, and ensure timely corrective
actions.
·
Ensure
effective coordination among Program, MEAL, Finance, Procurement and Logistics
teams.
·
Ensure
timely and accurate narrative, quantitative and financial reporting and proper
project documentation.
·
Ensure
accountability, protection, PSEA, gender and inclusion are integrated
throughout project implementation.
·
Represent
MA’AN in relevant coordination meetings, field visits and technical
discussions.
·
Undertake
regular travel across the West Bank to oversee implementation, monitor
activities and engage with communities and stakeholders.
Required Qualifications:
·
Bachelor’s
degree in Civil Engineering, Public Health, Development Studies, Project
Management, or a related field.
·
Minimum
5 years of relevant experience in humanitarian or development programming,
including at least 3 years in project management.
·
Proven
experience managing donor-funded humanitarian projects, preferably in WASH and
emergency response.
·
Good
understanding of humanitarian principles, WASH standards, accountability,
protection and PSEA.
·
Strong
skills in project planning, budget monitoring, reporting and team coordination.
·
Excellent
communication, coordination and problem-solving skills.
·
Valid
driving license and ability to drive independently.
·
Willingness
and ability to travel regularly across the West Bank, including to field
locations as required.
·
Fluency in Arabic and English, both written
and spoken.
