Job Purpose

HanmiGlobal is seeking a highly qualified Project Manager to join our program management and PMCM team in Saudi Arabia. In this role, you will lead a multidisciplinary PMCM team at work package level as part of a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.

The Project Manager will be responsible for managing the day-to-day delivery of a major land development and infrastructure project on behalf of the client, overseeing Developer, contractors, consultants, utility providers, and stakeholders throughout the construction and handover phases. The role requires strong leadership in construction management of Design and Build projects, contract administration, program controls, quality, commercial management, stakeholder coordination, risk management, and project governance to ensure the successful delivery of the project in accordance with client’s objectives, approved schedules, budgets, quality standards, statutory requirements, and PMCM governance procedures.

The Project Manager will lead the Site Management Team and serve as the primary point of contact between the Program Management Office and the project delivery teams.

Key Responsibilities

  • Lead the overall delivery of the assigned project package on behalf of the client throughout design, construction, testing, commissioning, handover, and close-out.
  • Manage the multidisciplinary site management team comprising engineering, commercial, planning, quality, HSE, contracts, interface, construction management and supervision personnel.
  • Monitor the performance of the design and build developer, contractors, consultants, and utility providers to ensure compliance with contractual obligations, approved designs, project specifications, and client requirements.
  • Oversee construction activities to ensure safe, efficient, and timely delivery of roads, utilities, drainage, irrigation, telecommunications, public realm, and associated infrastructure works.
  • Ensure compliance with approved design and construction schedules and monitor progress against key project milestones.
  • Lead weekly and monthly progress meetings with contractors, consultants, utility agencies, and client representatives.
  • Coordinate multidisciplinary technical reviews to resolve engineering, construction, and interface issues affecting project delivery.
  • Review contractor recovery plans, mitigation measures, and acceleration proposals where project delays are identified.
  • Oversee commercial administration including progress measurement, variations, claims, cost monitoring, and payment recommendations.
  • Ensure implementation of project quality management systems, inspection procedures, testing requirements, and non-conformance management.
  • Manage project risks through proactive identification, mitigation planning, and regular updates to project risk registers.
  • Coordinate approvals with statutory authorities and utility providers to support uninterrupted project execution.
  • Ensure effective stakeholder engagement and interface management between all participating organizations.
  • Review monthly project reports covering progress, cost, schedule, quality, HSE performance, risks, issues, and key achievements.
  • Lead project handover activities, defect management, close-out documentation, and final acceptance.
  • Mentor and develop the project delivery team while promoting collaboration, accountability, and continuous improvement.

Requirements

Qualifications & Experience

  • Bachelor's Degree in Civil Engineering or Construction Management from an accredited university.
  • Professional registration or Chartered Engineer status is preferred.
  • Minimum 20 years of professional experience in infrastructure, land development, or major urban development programs.
  • Minimum 10 years managing multidisciplinary Program Management, PMCM and Construction Supervision teams.
  • Demonstrated experience delivering major land and / or infrastructure developments within Saudi Arabia or the GCC.
  • Previous experience working on client-side, PMCM, or consultancy assignments is essential.
  • Strong understanding of FIDIC contracts, construction management, program controls, and commercial administration.
  • Experience coordinating government authorities, utility providers, and multiple contractors.
  • Excellent leadership, communication, negotiation, and stakeholder management skills.
