Job Description

IEM is looking for a Full Time – Project Manager to join our team. The role is responsible for managing the execution of complex projects, ensuring alignment with program goals, regulatory compliance, and timely delivery. This includes coordinating cross-functional teams and external stakeholders, overseeing budgets and documentation, and ensuring adherence to federal requirements such as HUD CDBG-DR, NEPA, and Davis-Bacon. The position also supports risk management, audit readiness, and fosters a collaborative work environment focused on accountability, technical excellence, and service to the community.

Primary Location:

  • Live within a commutable distance to Guaynabo, PR.
  • Work in an Office Environment with a team.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.
  • Daily travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD Regulations.

Essential Functions:

  • Manage day-to-day project operations, ensuring alignment with program goals, timelines, and compliance requirements.
  • Coordinate efforts across internal teams (compliance, engineering, environmental, finance, construction oversight) and external stakeholders, including subrecipients, beneficiaries, and regulatory agencies.
  • Monitor project budgets, schedules, and deliverables; prepare regular reports on progress, risks, and performance metrics.
  • Ensure compliance with applicable federal regulations, including HUD CDBG-DR, NEPA, Section 3, Davis-Bacon, procurement rules, and other cross-cutting requirements.
  • Oversee the development, review, and approval of key project documentation such as implementation plans, permitting packages, procurement records, and draw requests.
  • Lead coordination meetings, track action items, and maintain thorough documentation to support transparency and audit readiness.
  • Support subrecipient and beneficiary performance monitoring to ensure technical and regulatory standards are met.
  • Assist in identifying risks and implementing mitigation strategies and corrective actions as needed.
  • Review and recommend approvals for payment certifications and construction change orders.
  • Participate in audits and reviews to ensure project accountability and compliance.
  • Foster a collaborative, high-performance work environment focused on accountability, technical excellence, and community impact.
  • Effectively manage multiple projects and teams under pressure while maintaining attention to detail and regulatory adherence.

Minimum Qualifications:

  • Experience: Five (5) years of project management experience
  • Degree: Bachelor’s degree in engineering, architecture, project management, or related field.
  • Bilingual: Fluent verbal and written communication skills in English and Spanish.
  • Experience coordinating with public sector entities, including municipalities and government agencies.
  • Proficient in Microsoft Office Suite, Smartsheet, and project management tools.
  • Willingness to work overtime as needed based on project demands.

Preferred Qualifications:

  • PMP certification or PE license.
  • Familiarity with HUD CDBG-DR program requirements and federal grant management regulations.
  • Knowledge of energy systems projects, including electrical distribution, generation (e.g., CHP, PV), and battery storage.

  • Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
