Job Description
The
Project Manager
will support the Texas Department of Family and Protective Services (DFPS) on the Case Management System Transition project. This role is responsible for planning, budgeting, overseeing, and documenting all aspects of the transition effort, working closely with DFPS technology and program teams to support the review of processes, policies, and practices. The Project Manager will facilitate collaboration between technical teams, business stakeholders, and external vendors to ensure readiness for the new case management system. This engagement also includes data management services in support of data cleansing efforts, with a focus on producing a robust, secure, and efficient foundation for the new system. The new system will be compliant with CCWIS data quality and confidentiality requirements under applicable federal, state, and tribal laws, supporting uninterrupted child welfare and adult protection services.
Responsibilities
Manage the overall project effort supporting DFPS's transition to a new case management system.
Identify project risks and issues and develop corresponding mitigation strategies.
Monitor and manage staffing and resources assigned to the project.
Coordinate cross-functional teams and manage communications with all project stakeholders, including executive leadership and business subject area leaders.
Facilitate collaboration between technical teams, program teams, business stakeholders, and external vendors.
Support the review and documentation of processes, policies, and practices in preparation for system transition.
Oversee data management activities, including data cleansing efforts in support of the new system.
Ensure project activities remain consistent with federal and state regulations, including CCWIS data quality and confidentiality requirements.
Track project progress, manage directional changes, and maintain documentation across all project phases.
Provide regular status updates and presentations to project stakeholders and leadership.
Requirements
Minimum Qualifications
8 years of experience with enterprise-level projects and initiatives leveraging best practices in project or program management according to industry standards.
5 years of experience working independently with minimal supervision, with demonstrated ability to effectively prioritize and manage multiple tasks and directional changes under short and firm deadlines.
5 years of demonstrated strong analytical, troubleshooting, and problem-solving skills in data-related projects.
5 years of demonstrated ability to communicate effectively with all project stakeholders, including executive leadership, business subject area leaders, and project staff.
5 years of demonstrated advanced interpersonal skills, including the ability to quickly develop productive working relationships with individuals at all levels of an organization.
5 years of demonstrated excellent written and oral communication, facilitation, and presentation skills.
1 year of experience with a bachelor's degree or equivalent work-related experience.
Preferred Qualifications
4 years of experience with child welfare case management systems.
Additional Requirements
The candidate may be required to work outside normal business hours, including evenings, weekends, and holidays, as requested and pre-approved by DFPS.
Overtime hours exceeding 40 per week must be coordinated and pre-approved by DFPS.
Work Location and Schedule
Location: 4900 N. Lamar Blvd, Austin, TX 78751.
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
Work Arrangement: Hybrid (on-site and telework).
