Project Manager, Procurement and Vendor Relations

This role oversees end-to-end procurement, contract management, and vendor implementation efforts, ensuring alignment with IT standards, timelines, and organizational objectives. The position serves as a central coordinator across program, procurement, legal, and technical teams to drive compliant, efficient, and well-governed technology acquisitions and implementations.

  • Experience managing IT procurement activities, including new procurements and contract renewals, with a strong understanding of policies, timelines, and budget considerations.
  • Experience coordinating with procurement, legal, or governance/risk/compliance teams to address contractual and risk-related requirements.
  • Experience maintaining tracking systems for procurement pipelines, contract renewals, policy exceptions, and key milestones.
  • Experience serving as a liaison between business/program teams and procurement stakeholders, with the ability to clarify requirements and resolve process issues.
  • Experience developing and supporting solicitation materials, including RFQs, RFPs, and SOWs, ensuring clarity and alignment with technical standards.
  • Experience facilitating cross-functional collaboration across technical, fiscal, and program teams to gather requirements and finalize deliverables.
  • Experience managing vendor implementation projects, including COTS and MOTS solutions, with responsibility for timelines, deliverables, and outcomes.
  • Experience in project management, including developing project plans, tracking progress, managing risks, and reporting on scope, schedule, and budget.
  • Experience providing status reporting and documentation to support governance and leadership decision-making.
  • Experience in contract management, including serving as a technical point of contact for contract interpretation and compliance.
  • Experience performing contract compliance reviews to ensure alignment with technical requirements and deliverables.
  • Experience maintaining contract documentation, including deliverables, performance metrics, amendments, and issue tracking.
Duties:
  • Lead and manage all new procurement initiatives and contract renewals, ensuring alignment with IT policies, timelines, and budget requirements.
  • Coordinate with procurement leadership and legal/compliance resources to address contractual, risk, and regulatory considerations.
  • Maintain and oversee a comprehensive tracking system for renewals, procurement events, policy exceptions, and contract milestones.
  • Attend procurement planning meetings to represent IT interests, gather requirements, and ensure alignment across stakeholders.
  • Serve as the primary liaison between program staff and procurement partners, clarifying requirements and resolving process issues.
  • Support development of solicitation materials (RFQs, RFPs, SOWs), ensuring clarity, completeness, and alignment with IT standards.
  • Advise internal teams on appropriate language and structure to support accurate and competitive vendor responses.
  • Facilitate cross-functional collaboration to gather inputs, reconcile requirements, and finalize solicitation packages.
  • Conduct quality reviews of solicitation documents prior to submission for procurement publication.
  • Lead project management efforts for vendor implementations, including COTS and MOTS solutions.
  • Develop and maintain project plans, timelines, deliverables, and communication strategies for successful implementations.
  • Coordinate with internal teams and vendors to manage risks, resolve issues, and maintain project momentum.
  • Track project performance against scope, budget, and contractual obligations, escalating risks as needed.
  • Provide regular status updates, reporting, and documentation to support governance and decision-making.
  • Serve as the primary technical point of contact for contract-related inquiries and compliance validation.
  • Perform initial compliance reviews to ensure vendor deliverables align with contract terms and technical requirements.
  • Escalate complex issues or risks to leadership as appropriate, ensuring timely resolution.
  • Maintain organized records of contract deliverables, performance metrics, amendments, and issue logs for audit readiness.
