S/he will oversee planning, execution, financial management, monitoring, and reporting of project activities, while building the capacity of staff and partners to deliver sustainable results.RESPONSIBILITIES AND DELIVERABLES: (including approximate percentage effort) Quality Assurance in Project Implementation (45%)

  • Provide overall leadership of the Project Management Unit (PMU), ensuring that project activities are executed efficiently and effectively in line with project objectives.
  • Setup of project, conduct implementation, and manage procurement, Monitoring, Evaluation, Learning and Systems (MELS) plans as per the project proposal, budget, and log frames.
  • Develop and manage annual and quarterly work plans, budgets, and implementation schedules.
  • Oversee delivery of farmer trainings, equipment distribution, and operationalization of aggregation centers.
  • Lead baseline, annual outcome evaluations, and endline evaluation to ensure high-quality project outcomes.
  • Promote equity, inclusion, and quality assurance across all project activities.
  • Identify risks and implement adaptive management strategies to maintain project continuity and effectiveness.
  • Ensure compliance with donor requirements and internal financial, operational, and audit standards.
  • Regularly prepare progress reports in accordance with donor and Heifer International Bangladesh management requirements.

Develop Partnership with Local Government (25%)

  • Build and maintain strategic partnerships with local government authorities to leverage technical resources for project implementation.
  • Ensure alignment of project objectives with national and local government development priorities.
  • Facilitate collaborative planning and implementation with government departments to strengthen cooperative and market development initiatives.
  • Support the design of proposals and agreements to mobilize resources from government and private sector partners.
  • Ensure a strong sustainability model and handover arrangements with Heifer International’s cooperatives.

Coordination with Stakeholders (20%)

  • Maintain close coordination with donors, private sector partners, farmer organizations, and other stakeholders to ensure timely and effective project delivery.
  • Supervise, mentor, and build the capacity of project staff and consultants.
  • Facilitate operational linkages with relevant private sector actors and value chain stakeholders to ensure availability and efficiency of project services.
  • Oversee the training of farmers and operational management of aggregation centers in coordination with partners.

Office Management (5%)

  • Overseeing daily administrative functions, including logistics management and optimal resource allocation.
  • Ensure administrative processes, logistics, and resource allocation support effective project implementation.
  • Foster collaboration with the country office to ensure that regional activities are aligned with organizational policies and objectives.
  • Develop and implement project-level procurement guidelines in line with Heifer International standards, and ensure procurement compliance and adherence to approved timelines and deadlines.
  • Manage procurement, contractor oversight, and asset accountability to ensure smooth operations.

May perform other job-related duties as assigned (5%) QUALIFICATIONS AND SKILLS:

  • Bachelor’s degree from a recognized university in Development Studies, Supply Chain Management, Economics, Business, or other related field and a minimum of five (5) years of experience in a similar context is required.
  • A Master’s Degree or equivalent from a recognized university will be preferred.
  • Minimum of 5 years of project management experience, with proven experience managing UN-funded projects.
  • Strong expertise in supply chain management, particularly in construction and infrastructure development projects.
  • Demonstrated experience working directly with farmers and rural communities.
  • Proven ability to collaborate effectively with government agencies, private sector partners, and local stakeholders.
  • Strong skills in project planning, budgeting, procurement, and reporting.
  • Familiarity with monitoring, evaluation, and digital data collection systems.
  • Fluency in English and Bangla - both spoken and written.
