We are seeking applications for two (2) Project Manager 1 (Capital Design & Construction) positions within the Division of Engineering.

One position (PN 20057755) will be headquartered at:

Central Office - 2045 Morse Road, Columbus, Ohio 43229, Franklin County

One position (PN 20057749) will be headquartered at:

Central Office - 2045 Morse Road, Columbus, Ohio 43229, Franklin County

or

Buck Creek State Park - 1976 Buck Creek Lane, Springfield, Ohio 45502, Clark County

What you will do…
• Serve as a project manager for the planning, design & construction of assigned projects (e.g., department owned dams, canals, waterways, roadways, bridges, water & waste water treatment) for the Ohio Department of Natural Resources (ODNR) on state-funded projects throughout all phases.
• Conduct meetings with various personnel/stakeholders (e.g., owners, architects/engineers, ODNR staff, consultants, construction managers, design-builders, contractors, subcontractors, state & local officials) to provide direction for assigned projects.
• Provides oversight & assistance in the preparation & receipt of public bids & review for recommendation of award; provides assistance in the identification of issues & resolution of disputes & claims; applies judgment on all design & construction related problems & troubleshoots to expedite completion of closeout of projects.
• Identifies owner's or client division's needs/wants, verifies feasibility & develops scope, budget & schedule for specific projects; evaluates existing conditions when post-construction issues are suspected; identifies any specific additional forensic testing & analysis when warranted; develops value engineering suggestions for consideration by owners.
• Manages the procurement of services through qualification based selection (i.e., QBS), best value selection (i.e., BVS), letter-head bidding & prequalification processes; organizes & participates in development of requests for qualifications (i.e., RFQ) & request for proposals (i.e., RFP), assists in responding to questions during selection process, evaluates RFQ & RFPs, schedules and conducts pre-bid meetings and bid openings; leads pre-proposal meetings & participates in interviews; negotiates professional design & construction services agreements & amendments; negotiates guaranteed maximum price (i.e., GMP) proposals.

• Reviews & recommends approval of fiscal drawdown schedules; monitors progress of work by consultants/contractors (i.e., architect/engineer, criteria architect/engineer, owner agent, consultants, construction manager as advisor, construction manager at risk, design builder, general contractor, prime contractors) for the purposes of reviewing & approving consultant's/contractor's monthly payment applications or invoices; coordinates review & accounting of contractor's stored materials and retainage; reviews and approves work requests and change order requests or amendments to determine if a change is warranted & verify the availability of funds, accuracy of the proposed costs & impacts to the budget & schedule.
• Starting hourly pay of $43.09/hr with multiple pay increases over your first 6.5 years of service, with an end salary of $61.56/hr.
• There may also be cost of living adjustments (COLA) applied. Longevity pay supplements begin after five (5) years of state service. For more details, refer to the Exempt pay range schedule & longevity rates Exempt Employees E1 | Department of Administrative Services

Qualifications

3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., engineering, capital design & construction) AND 12 mos. exp. in budgeting & calculating cost projections of program/projects.

-Or successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, construction management or engineering, with major being commensurate with project to be assigned AND 12 mos. exp. in budgeting & calculating cost projections of program/projects.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
