The Project Management Office (PMO) Manager is responsible for establishing, leading, and continuously developing the Project Management Office to support the successful delivery of the Vietnam High Speed Rail Project. Acting as the central coordination function for project governance, reporting, planning, document management, and project controls, this role ensures a structured, transparent, and compliant approach to project execution across all project disciplines and stakeholders.

You will:

  • Establish and lead the Project Management Office (PMO), ensuring effective project governance, processes, and reporting frameworks across the project.
  • Coordinate project support functions including reporting, scheduling, project administration, document management, and information management to enable efficient project delivery.
  • Drive the implementation and continuous improvement of project management systems, tools, standards, and reporting processes in line with Siemens guidelines and contractual requirements.
  • Provide reliable project data, performance insights, and management reporting to support informed decision-making by the Project Director and leadership team.
  • Coordinate interfaces across project disciplines, consortium partners, and stakeholders to ensure integrated project execution and effective management of risks, issues, actions, and changes.
  • Lead, develop, and mentor a multidisciplinary PMO team while driving continuous improvement, lessons learned, and best practice sharing across the project.

Your qualifications and skills to create a better tomorrow

  • Degree qualification in Engineering, Business Administration, Project Management, or a related discipline.
  • 15+ years of experience in project management, project controls, or project support functions within large-scale rail, infrastructure, transportation, or major engineering projects.
  • Proven experience establishing and managing Project Management Offices (PMOs) or similar project support organisations.
  • Strong knowledge of project management methodologies, reporting, scheduling, document management, change management, and governance processes.
  • Experience with project management frameworks and tools such as PM@Siemens, PMI, IPMA, or equivalent project delivery methodologies.
  • Demonstrated leadership experience in international and multicultural project environments, supported by excellent stakeholder management, analytical, and communication skills.
  • Fluent written and spoken English.
