Job Description
To lead and manage project management activities with a strong focus on business
development within the fertilizers and petroleum industries, ensuring the successful
planning, execution, and delivery of strategic projects while supporting growth initiatives,
partnerships, and commercial objectives for the Abu Tartour Project.
3- Job Responsibilities
Project Controls & Performance Management
• Establish and manage comprehensive project control systems covering planning, scheduling,
cost control, progress measurement, and reporting for construction projects in line with
Income’s strategic and commercial objectives.
• Develop, review, and maintain detailed construction schedules and integrated master
programs using Primavera P6 or equivalent tools, ensuring alignment between execution
strategy and contractual requirements.
• Monitor construction progress against approved schedules and budgets, identify deviations,
and recommend corrective and recovery actions to protect Income’s financial exposure and
performance.
• Prepare, manage, and control project budgets, cost baselines, cash flow forecasts, and cost
reports to support informed decision-making and safeguard Income’s commercial position.
• Implement earned value management (EVM) techniques to assess performance, forecast
final outcomes, and provide early warning of risks impacting Income’s interests.
• Define and maintain accurate progress measurement systems for engineering, procurement,
and construction to support entitlement, reporting, and acceptance of completed works.
Risk, Change & Claims Support
• Identify, assess, and manage project risks and opportunities, developing mitigation and
contingency plans that protect Income’s and its partners contractual and commercial
position.
• Review and assess variations, claims, and change orders from a project controls and
contractual perspective, ensuring robust substantiation and alignment with Income’s and its
partners strategic objectives.
• Support delay analysis and claims preparation in accordance with contract requirements
(FIDIC or equivalent) to defend time and cost entitlements.
To lead and oversee all project control activities for construction projects in Madinah
City, ensuring effective planning, scheduling, cost control, progress monitoring, and
reporting to support the successful delivery of projects in accordance with approved
budgets, timelines, quality standards, and contractual requirements.
2- Job Purpose
Bridging, Reporting & Stakeholder Coordination
• Act as a bridge between site teams, consultants, clients, and commercial stakeholders to
ensure progress data, forecasts, and completed works are credible, aligned, and formally
accepted.
• Prepare and submit detailed weekly and monthly project control reports, dashboards, and
presentations supporting Income and the main contractor in defending their position on
critical, high-value items.
• Coordinate closely with construction managers, engineering, procurement, commercial, and
finance teams to ensure data integrity, transparency, and consistency.
• Proactively identify and remove approval, information, and reporting bottlenecks that could
impact cash flow, claims, or project financial performance.
Compliance & Team Leadership
• Ensure compliance with Income’s procedures, contractual obligations, and applicable Saudi
regulations.
• Lead, mentor, and develop the project controls team to enhance technical competence,
commercial awareness, and reporting quality.
Requirements
5- Job Requirements
Educational Qualifications • Bachelor’s degree in Engineering (Civil preferred; Mechanical or Electrical acceptable).
• Professional certifications such as PMP, PSP, or equivalent are an advantage.
Experience
• Minimum 15 years of experience in project controls within the construction sector.
• Proven experience managing project control
functions for large-scale building or infrastructure
projects.
• Strong exposure to construction planning, cost control, and site execution environments.
• Demonstrated experience in delay analysis, claims, and change management.
Technical Skills
• Advanced proficiency in Primavera P6.
• Strong knowledge of construction cost control,
budgeting, and forecasting.
• Excellent command of earned value management
(EVM) techniques.
• Advanced Microsoft Excel and reporting skills.
• Solid understanding of construction contracts,
preferably FIDIC-based.
