CTP provides specific solutions or full lifecycle support, including course and curriculum design, expert instruction, logistics support, monitoring & evaluations, knowledge management, strategic planning, program management, and staffing services.

Responsibilities

About the Role

CTP, on behalf of Veloxxity, is seeking a Project Management and Knowledge Operations Lead to build and own integrated master schedules for complex programs. The schedule must connect technical work—application development, interfaces, data integration, testing, and deployment—with functional work such as training, fielding, operational transition, and maintenance. You will turn separate team plans into a credible, actively managed path to delivery.

This is a hands-on planning and execution role. You will work with technical leads, functional owners, subcontractors, and leadership to define the work, sequence it, identify dependencies, and expose the effect of changes before milestones slip. You will also establish practical project controls and capture the plans, decisions, and lessons that help teams execute consistently as the organization grows.

What You Will Do

Build and Manage Integrated Master Schedules

• Develop and maintain resource-informed integrated master schedules from contract milestones through design, build, integration, testing, training, fielding, acceptance, sustainment, and closeout.
• Work with each functional and technical lead to decompose deliverables into measurable activities with owners, durations, dependencies, entry and exit criteria, and realistic review and approval time.
• Link application releases, interfaces, data readiness, cybersecurity and test events to training materials, user readiness, field deployment, operational handover, and maintenance support.
• Maintain schedule logic, baselines, critical path, near-term lookaheads, and milestone forecasts; evaluate schedule float and the effects of late decisions, resource constraints, and scope changes.
• Run regular schedule integration sessions to reconcile team-level plans, resolve conflicting assumptions, and make cross-team handoffs and external dependencies explicit.
• Track actual progress against objective completion evidence, reforecast as conditions change, and present recovery options with clear owners and tradeoffs.

Drive Delivery and Portfolio Visibility

• Establish a practical cadence for schedule updates, risk and issue reviews, change control, action tracking, and escalation.
• Translate the integrated schedule into decision-ready reporting: upcoming milestones, dependencies, critical-path movement, readiness gaps, and actions leadership must take.
• Support project startup, deliverable approvals, customer reviews, and closeout while aligning scope, staffing, budget, and schedule assumptions.
• Coordinate with project managers and workstream leads to resolve bottlenecks and maintain a consistent portfolio view across active programs.

Build Reusable Knowledge and Processes

• Create and maintain schedule templates, planning standards, work breakdown structures, handoff checklists, and examples that accelerate new program startup.
• Capture decisions, assumptions, technical approaches, standard operating procedures, and lessons learned in an organized, searchable repository.
• Map recurring workflows and improve how teams plan, approve, field, and support deliverables without adding unnecessary process.
• Help evaluate and adopt project, reporting, automation, and AI tools that make plans and institutional knowledge easier to use.

First 90 to 180 Days

• Map the active programs, stakeholders, contractual milestones, technical delivery cycles, training needs, fielding sequence, and maintenance commitments.
• Build an initial integrated master schedule for priority work, validate its logic with workstream owners, and establish a baseline and update cadence.
• Put in place a short-horizon lookahead and a leadership view of critical milestones, cross-team dependencies, risks, and decisions.
• Launch core planning templates and an organized knowledge repository; improve a few high-impact handoffs revealed by the schedule.

Qualifications

What Success Looks Like

• Technical releases, integration events, training, fielding, and maintenance transition follow one credible and current delivery plan.
• Teams understand what they owe each other, when it is due, and what completion means; schedule conflicts surface early.
• Leadership can see the critical path, forecast changes, and make timely decisions based on evidence rather than optimistic status reports.
• Customer reviews and operational readiness events are supported by traceable plans, decisions, and completion records.
• New programs start faster and repeat less work because schedules, methods, and lessons are reusable.

What We Are Looking For

Required

• Typically 8 to 12 years of experience in program planning, scheduling, project management, or integrated delivery in a complex environment.
• Demonstrated ownership of an integrated master schedule spanning multiple workstreams; ability to build sound logic, manage baselines, analyze critical path, and reforecast from actual progress.
• Experience integrating software or technical delivery with operational activities such as training, deployment, fielding, service transition, or sustainment.
• Ability to facilitate detailed planning with technical and nontechnical leads and challenge incomplete assumptions constructively.
• Strong written communication, analytical judgment, and ability to turn ambiguous objectives into executable plans.
• Working proficiency with a scheduling platform such as Microsoft Project or Primavera P6 and collaborative reporting tools; bachelor’s degree or equivalent experience.

Preferred

• Experience supporting a PMO, systems integration program, national-security mission, or U.S. government contract.
• Familiarity with agile software delivery and its integration into contractual milestones and operational deployment plans.
• Experience with subcontractor coordination, project financials, schedule risk analysis, and customer acceptance criteria.
• Familiarity with Microsoft 365, Teams, SharePoint, Power BI, and practical workflow automation.
• Familiarity with ISO, CMMC, or DCAA requirements; active security clearance or eligibility to obtain one (U.S. citizenship required; no sponsorship offered).

Location

We operate in a hybrid work environment, with occasional time in the office as needed per operational tempo. As such, candidates located in the Washington DC area will be given priority and preferential consideration.

Compensation

Salary range based upon experience, but this is a mid-level role.

Security Clearance

SECRET security clearance preferred, must have ability to obtain. Preference will be given to candidates with active clearance
